长春至拉林河高速公路改扩建项目综合评价研究
摘 要
随着我国经济的快速发展以及交通量的不断增加,国家对高速公路的建设给予很
大的政策支持,使我国高速公路的总体发展取得了举世瞩目的成就。然而,我国居民
交通出行能力的迅速增加,使得早期建设的高速公路已经无法满足新的需求,出现了
一系列的交通问题,如交通拥堵,严重影响了高速公路的通行能力。因此,高速公路
的改扩建已成为我国高速公路发展面临的紧迫任务
本文的研究目的:依托长余高速改扩建工程,在查阅分析大量相关研究成果的基
础上,通过对长余高速进行交通量分析与预测,提出采用的技术标准和建设方案,并
对推荐方案进行了投资估算和经济评价,最后确定了长余高速改扩建工程的可实施性
主要研究内容为:
(1)通过查阅大量的调查资料,将全省高速公路和长余高速收费站的五种车型交通
量进行数据分析,把收费车型换算成标准车型,制作现状 OD 表,可得出基年交通量分
配以及相关路网现状交通流的分析结果,最后对交通量进行预测
(2)本论文依托项目主线是在现有的长余高速基础上进行改扩建,采用技术标准是
必要的,因此对公路等级、设计速度、车道数、桥涵设计以及其他的推荐技术都进行
了相应标准的选定。在标准的基础上提出了一系列备选方案,通过方案比选,最后选
定推荐方案
(3)根据国家相关文件的投资估算编制办法,对各项费用的取用标准进行了设定,
利用此标准对推荐方案和比较方案进行了投资估算,进一步确定推荐方案为最佳方案
论文采用“增量分析”的方法,即以“增量收益”对应“改扩建费用”的原则对推荐
方案进行评价,评价内容有建设和运营费用、经济费用效益分析、财务分析
(4)对土地利用、工程环境影响及节能进行评价
本文研究成果对长余高速的改扩建工程具有非常重要的指导价值,对提高依托工
程路段的通行能力,保障交通安全具有重要意义

Study on Comprehensive Evaluation in Reconstruction and Extension Work of
Expressway from Changchun to Lalin River
Abstract
With the rapid development of China's economy and the increasing volume of traffic,
the state highway construction to a lot of policy support to the overall development of
China's expressway has made remarkable achievements. However, the rapid increase in the
ability of residents to travel traffic, making the early highway construction has been unable
to meet the new requirements, a series of traffic problems, such as traffic congestion,
seriously affecting the capacity of the highway. Therefore, the new highway and the
expansion of the highway has become an urgent task facing.
The purpose of this article: relying on renovation and expansion project of Changyu
highway, in view analyze large amounts of relevant research results, based on more than a
high speed through the long traffic analysis and prediction, proposed technical standards and
building programs adopted and recommended programs investment estimation and economic
evaluation, finalized over high-speed long renovation and expansion project can be
implemented. The main contents are:
(1) a review of a large number of survey data, the five models of traffic over high-speed
long-provincial highways and toll station for data analysis, the models are translated into a
standard fee models, making the status quo OD table can be drawn from the base year traffic
the results related to the amount and distribution of the current traffic flow of road network,
the last of the traffic forecast.
(2) In this paper, relying on the project is carried out in the existing mainline more than

technologies are recommended for the corresponding standard selected. And on the basis of

to the standard fees were set to recommend the use of this standard solution and comparing
the investment estimation scheme to further determine the recommended solution is the best
option. Paper uses the method incremental analysis, or incremental revenue to
correspond to the principle of renovation and expansion costs of recommended programs
