本论文通过深入讨论知识经济时代的特点和它所带来的管理问
题,并以大田集团通过企业信息门户构建知识管理平台的实践,具体
描述知识经济时代企业知识管理的技术实现的方式和方法。在中国的
任何一个企业中建造一个行之有效的知识管理平台都是一个非常复
杂的系统过程。这其中涉及到的困难绝不仅仅是技术上的,大量的需
求分析和资源整合工作需要高质量的完成。另外构造灵活安全又高效
的知识库以及实现智能化知识推理的过程将是知识管理系统逐步完
善和真正实现知识创新的过程,在这个富有挑战的过程中包括我在内
会有很多人在努力勤奋的工作和探索。
面对全球化的滚滚浪潮,面对加入世贸组织的机遇和挑战,任何
一个渴求不断发展的中国企业都会锐意改革,不断创新。希望能够通
过我们的实践和研讨帮助中国企业通过知识管理提高核心竞争力,创
造新价值。

Abstract
With the development of the human society and civilization,the
coming of the knowledge economy era is inevitable and it can not be
avoided or changed by the human mind.In the era of knowledge
economy,knowledge and information gradually takes the place of capital
and labour force.and become the foundation of the economy.As the new
type economy,knowledge economy has to face some new management
problems and management requirement.So people attempt to solve them
in various ways by using their imagination and creativity.Since the
information technology and information revolution build up the
knowledge economy,then using the information platform,which taking
the information technology as the tools and regarding the knowledge
management(KM)as the method,may be the only way to solve the
problems in the era ot’knowledge economy,SO that enterprises can be
well—prepared to take the opportunities and face the challenges.The
knowledge economy has own characters and rules.The enterprise in
knowledge economy era can not survive Of take the competition unless
has his own KM platform,and the information technology is the only tool
and method to implementation the KM.The KM has been existing all
along accompanying with the development of the human society and
civilization,but it has never been as important as it in the knowledge
economy era.So in the knowledge economy era,how to input and
conduct the KM system is a serious task for all the enterprises to face.
By discussing the characters of the knowledge economy era and
concemed management problems,this thesis is to describe the way and
mode of technical implementation of the enterprise KM in the era of
knowledge economy by the practice that DTW Group has set up the KM
platform through the enterprise information portal,In China,it is very
complicated for every enterprise to set up an efficient KM platform.The
difficulties will be not only in techniques,but also lots of requirement
analysis and resources integration need to be finished in high quality.In
addition,constructing flexible,safe and efficient knowledge database as
well as the process of implementing the intelligentized knowledge
ratiocination will be the process of the KM system improvement and
really realizing knowledge innovation,In this challenging process,many
people including me have been making great effort to work and research.
Facing the coming of globalization,as well as the opportunities and
challenges of joining WTO,expecting continuously development,every

引言
一位企业的总经理在一个以知识经济为话题的研讨会上连连慨叹:现存企业
的发展越来越不由自主了!全球产业竞争的格局变化蒯期不断缩短,任何企业都
不刈能再以不变应万变了。从这位总经理的话中,我们体会到企业经营者们的危
机感。在面对日益残酷的市场竞争,面对风起云涌的知识经济大潮,我们现在已
经不应再讨论中豳的企业是否需要认真对待、中圈的企业能从中得到什么等等诸
如此类的问题,而应该研究并实践中国的企业如何在知识经济时代生存或者浇获
得竞争优势这样的问题。企业在知识经济时代面对新的管理问题,新的困境和新
的挑战,相对来讲,也是新的机遇。知识经济带来的是机遇和挑战,在知识经济
的而莳每个企业都是公平的。成功的企业一定是抓住机遇和勇于面对挑战的优秀
时代先锋。时代已经改变,我们应该面对挑战,迎难而上,抓住机遇,跨越式发
展。
当前中国绝大部分的企业因为改革开放的进一步深化和市场经济体制的小
断完善开始享有高度的经营自主权。但是,反过来讲,放开竞争,打破垄断,尤
其是在买方市场彻底形成以后,企业的产销活动只能根据唯一的衡量标准——
市场,那种计划经济体制下的盲目自尊已经荡然无存。在中国能够真正掌握这种
经营自主权而健康发展的企业,特别是国有企业,实在不多。企业行为走向不再
听命于自己,而是完全取决于消费需求,这是一个全球化的发展趋势,中国的任
何企业都无法躲避。前面那位企业总经理所体会的“不由自主”,其实是很有先
知先觉的,企业要想从消费市场找回主动权,没有一次知识催化下的蜕变过程,
恐怕就难以适应新的成长空间了。我们剥知识经济的种种赞美和推崇,立足点应
当放在有助于中国的企业改造与更新上,只有知道企业最缺什么,才能找到企!』k
持续发展的真正原因。在这一点上,中国企业应当更为主动的探索和提升,否则
将在全球化的竞争中处于劣势。
产业竞争的日益激烈,迫使企业不得不比以往更加关注消费需求的变化,也

能会成为遭受攻击者。我们只要想想IT企业如DEC、COMPAQ的消失,Dell、cISC0
的崛起等等,我们还可以看看国内许多曾经辉煌,如今深陷困境、风光难再的企
业所走过的路,我们会悟出一点,那些食业的危机多半源自管理的落伍,而企业
的管理变革,首要的就是管理方式的进步。知识经济概念的出现,带给人们最重
要的启示,是对知识作为一种特殊资源有了全新认识,是和从前有着本质化的变
化。从某种意义上说,企业管理即是对资源进行合理配置,那什么,在现代企业
