摘要
经济全球化的浪潮席卷当今世界,过去,中国经济发展主要依靠劳动力、土
地、资本等因素的拉动,目前,互联网技术的高度发展,加速了全球知识经济进
程,知识、技术、创意逐步成为新时期经济发展旳主要拉动因素。

广东,作为中国改革幵放先行省,经过三十年高速发展,广东经济发展已经
达到世界银行标准的世界中等收入地区水平。珠三角地区是这时期的主要经济受
益者,它成为劳动力密集型企业集中地。08年全球金融海啸发生后,广东依靠
廉价劳动力、土地密集型的粗放发展也发挥到极致,为顺应世界经济发展潮流,
广东省委省政府站在全局的高度,提出了“双转移”战略,一是东西北地区平衡
发展,二是珠三角地区腾笼换鸟,筑巢引凤,加快发展高端现代服务业、先进制
造业、新能源、战略新兴产业。文化创意产业作为现代服务业的一种重要产业,
广东要如何发展文化创意产业,这是一个具有经济高度的幵放话题。文化创意产
业的发展是从“红海”战略发展提升到“蓝海”战略的战略体现。

本文以广东文化创意产业为研究对象,对文化创意产业定义、特征等进行研
究,并横向对比国内外主要城市文化创意产业发展情况,根据广东的实际省情,
最后讨论出广东文化创意产业的发展战略及对策。具体内容如下:
首先,通过对研究项目背景的介绍,探究广东经济转型升级背景下文化创意
产业发展的意义,突出了广东时下发展该产业的必要性,初步定义文化创意产业。

其次,分析广东文化创意产业的发展现状、存在问题以及国内外主要城市发
展文化创意产业的现状及经验,通过对比和演绎了解广东文化创意发展应该吸收
的那些优秀的做法。

再次,用区位商、区域基尼系数、行业集中度和SWOT分析从定量和定性
两个方面进行分析广东发展文化创意产业集聚发展所存在优势、劣势、机遇和挑
战,以便我们从更加客观的角度提出方案和建议。

最后,在深入了解广东经济情况、政策环境、人口环境等后,通过对内外环
境的深度剖析,对发展战略重点、产业集群发展模式进行探讨,着重阐述重点发
展行业、合作区域,并就发展战略提出相关举措,让战略制定与战略实施无缝对
接,为广东发展文化创意产业发展战略及对策等提供参考。

ABSTRACT
The economic globalization has influenced the world .The development of economic
depend on labor、land and capital . As the Internet highly develops, the process of
global knowledge economy has speeded up. The knowledge、technology creativity
gradually becomes more important factors which drives the economic development.
Guangdong province is the pioneer and experimental field in carrying out the reform
and opening-up policies in China. For the past 30 years, Guangdong economic
development has reached the level of middle-income regions of the world according
to the standards of the World Bank. The Pearl River Delta region which assemble
almost labor-intensive enterprises is the primary economic benefit this period. The
global financial crisis happended in 2008s, the development level what depends on
the cheap labor、free land、mass capital can39;t be up. Guangdong Government give the
proposal about the Double Transfer policy, in order to balance the development of
the East、West and North, as The Pearl River Area is accerlerting the development of
the industry of Modern Service、manufature. New energy、strategic emerging and so
on, the culture and creative industry is sort of Modern Service industry. How
Guangdong Province develop the culture and creative industry is an open thesis
which refers to the height of economics. The development of cultural creative industry
varies from the red sea strategy to the strategy of blue ocean strategy.
The thesis is studying the culture and creative industry in Guangdong,as well as
doing some research about definition, characteristics, with Horizontal comparison
with the development of the culture and creative industry domestic and overseas,
according to the actual environment and situation of Guangdong, In the end, We puts
forward some fundamental measures on implementing strategies to develop。Briefed
As Below
Firstly, by the way of background research, we realize the significance and the
necessity of the development of the culture and creative industry In the context to
the Double Transfer policy in Guangdong.
Secondly, we analyze the situation and problems of the culture and creative industry
in Guangdong, With grasping status quo and the experience home and aboard,

threat,In order that we can Giving proposals more objectively by LQ、Gini C and
CR.

stragetic development, industrial clusters,point out the key industries 、key
cooperation area, and then give the proposals, joining the strategies and implement
up,Give some references to the development of Guangdong economic。
