随着国家信息战略和电信机制体制改革的调整深入,国家电信市场经历了剧烈而深
刻的变化,基本形成了以中国电信、中国移动、中国联通三家全业务通信运营商为主要
力量的市场竞争格局,信息通信行业进入白热化的竞争阶段。SDLT公司,作为信息通信
市场传统的主导运营商,虽然占据了山东信息通信市场尤其是固网(宽带)、第三代移
动通信业务市场较高的市场份额,但同样也面临着巨大的挑战和难得的发展机遇,正在
艰难地进行着从传统的语音通信运营商向国际领先的宽带通信和信息服务提供商的转
变。SDLT公司应该如何把握第三代移动通信业务发展机遇,充分发挥企业自身优势,在
竞争当中取得先机,是目前企业的首要任务。

SDLT公司第三代移动通信业务处于一个较有吸引力的市场当中。企业最大的优势
是网络资源丰富,固网、互联网接入能力强,固话与移动、宽带业务优势互补,WCDMA
产业链成熟;劣势是移动网络能力不足,企业品牌塑造不够。因此,如何扬长避短,在
竞争中保持第三代移动通信业务的持续竞争优势,已成为SDLT公司未来市场发展急需
解决的一个重要问题。

本文利用SWOT矩阵分析方法和QSPM竞争战略规划矩阵结合分析,为SDLT公司第
三代移动通信业务发展确定了聚集竞争战略。主要包括:“3G领先与一体化创新战略”
及“聚焦增长,提升效率,三分天下有其一”的战略目标,抓住时机,加快3G网络建
设,全力做好3G经营发展工作,胆子要大,步子要快。把握3G趋势向好的发展势头,
充分发挥第三代移动通信业务“三领先、六统一”的优势,大胆探索建立适应3G发展
的新体制新机制。“三领先”即网络领先、业务领先、服务领先,“六统一”即统一
品牌、统一业务、统一包装、统一资费、统一终端政策、统一服务标准
作为中国联通规模最大的省级公司,SDLT公司在通信企业中具有较强的代表性和典
型性,本文期望通过对SDLT公司第三代移动通信业务业务竞争战略的研究,提出能够
对同行业也具有参考和借鉴的战略和方法。

Adjust the depth as the national information strategy and
telecommunications mechanism reform, the national telecommunications market
has experienced a dramatic and profound changes, the basic form of market
competition pattern of China Telecom, China Mobile, China Unicom, three
full-service communications operators as the main force,the information and
communications industry into the white-hot competition stage. Company A, as S
provincial information and communication market leading operators, occupy S
information and communication market, especially fixed (broadband), higher
market share of the third-generation mobile communication services market, but
is also facing huge challenges and rare opportunities for development, are
struggling with the transition of the leading international carriers from
traditional voice communication to broadband communications and information
service providers. A company should grasp the opportunities for development of
3G services, and give full play to their own advantages,getting a head start in
the competition which is the primary task.
A third generation mobile communications business in a more attractive
market for them. The biggest advantage of the enterprise network resources,
fixed network, the ability of Internet, fixed-line and mobile broadband services
complementary mature WCDMA industry chain; disadvantage is the lack of
mobile network capacity, corporate branding is not enough. Therefore, how to
avoid weaknesses, sustainable competitive advantage in competition for
third-generation mobile communications business, A company need to be
resolved in the future market development has become an important issue.
In this paper, the SWOT matrix analysis method and QSPM competitive
