本文采用文献分析法、实证研究法、比较研究法,在对企业人力资源开发
理论进行全面阐述、国外先进国家企业人力资源开发的实践和成功经验进行了
认真总结的基础上,分析我国电力企业人力资源开发现状和存在的问题,以福建
泉州地区为例,并依据我国当前电力高职院校人才培养现状,创新性的提出了
高职教育基础上的人力资源开发措施,以促进电力企业的持续发展及对企业人
力资源的开发研究有一定的借鉴作用。

Abstract
Since the 20th century, knowledge and technology have been more and more
important for the economic development. Human resource got more attention as the
first resource in our society, and it has been the source of power in the
knowledge-based economic society. Human resource development has become an
important means for electrical enterprise to remain competitive. It is also a major
issue for enterprise development. After the electric power system reform, electrical
enterprise in China realized the great transformation from the planned economy to
market economy, and has been started to adopt the challenges which come from
domestic and international scale by the independence. If electrical enterprises want to
gain final victory in the fierce market competition, constantly meet people's growing
power demand, they must face realistic questions existing in the human resources
development, and transform human resource status from disadvantage to advantage.
As an indispensable factor, the higher vocational education has the reasonable link
with human resource development and the creative research on it, which is a key
subject for human resource development in electrical enterprises.
This paper uses literature analysis, empirical research and comparative research,
based on the roundly explanation of human resources development theory and
overseas practice experience, roundly analyzed the current situation and problems of
human resource development of electrical enterprise in China. Take Quanzhou
Fujian province for example, on the basis of the higher vocational education, it
proposed several effective measures creatively to promote the electrical enterprises’
sustainable development and can be a reference for the enterprises’ human resource
development.
