摘要
祌舟飞船的研制是我国航天科技综合集成优势的体现,也是我国航天事业先-
进技术和科学管理模式的创新。在研制过程中面对复杂的系统工程和神舟飞船的
进度、技术、质量、风险、费用、人力资源、物资等多项目标,以及复杂的外部
制约因素,建立技术指挥线与行政指挥线的一体化,实现了多个工程学科、众多
参研单位的协调与统一,实施对飞船型号研制的全过程的统一策划。在工程实施
的过程中,依据项目集成管理的基本思想和理论,从组织、技术、计划、质量、
风险等多方面协调运行,保证神舟飞船的成功实施,同时形成了一整套成熟、严.
格的管理制度。

神舟飞船的成功发射和圆满回收,可说是得益于“完善的系统工程管理,发
挥综合集成的优势”。本文对神舟飞船集成项目管理的研究背景以及选用的基础项
目管理理论进行了阐述,通过对国内外形势和企业环境的发展趋势研究,剖析神
舟飞船集成管理现状,并对管理方法进行提炼。通过项目管理要素甄别方法,识
别出现阶段神舟飞船项目管理要素的重要度和关联性,确定了对进度、风险和技
术状态三个管理要素进行集成管理分析研究的必要性,通过定性与定量筛选相结
合的研究分析方法,对神舟飞船项目集成管理的体系以及进度和风险这两个要素
的实践过程进行描述分析并归纳总结。最后,综合考虑目前及未来我国载人航天
项目管理需求,结合目前管理现状,提出神舟飞船批生产、产品数据包管理、和
项目数据管理等集成管理和技术状态管理体系改进建议,并创新性提出了神舟飞
船经费、试验和集成管理应用的飞船集成管理理念。

Abstract
Abstract
Shenzhou Spaceship represents successful innovation of advanced science and
technology of China space industry and scientific management system. Effective
combination of technical management and administration management realizes
harmony and unification of multiple engineering subjects and subcontractors and
integrative planning of complete research and manufacture of the spaceship,in despite
of comprehensive system engineering, integrative consideration of schedule, techniques,
quality, cost and human resources and complicated external constraint. During
implementation process of the engineering, organization,techniques, schedule, quality
and human resources are harmonized successfully according to fundamental idea and
theory of project integration management,success of Shenzhou. manned spaceship
project was achieved, a set of developed and strict management system was acquired as
well.
In this thesis,background on integrative project management research and relevant
fundamental theory of project management are described. Present status of integrative
project management of Shenzhou spaceship is analyzed and its defects are pointed out,
through analysis of worldwide and domestic development status and industries
development trend on the aspects of integrative project management. Importance and
relevancy of present key factors of Shenzhou spaceship project manangement are
identified, and necessity of analysis and research on integrative management of three
key factors including schedule, risk and technical status is confirmed, through
discrimination of key factors of project management. Furthermore, system of Shenzhou
spaceship project management and practicing process of two key factors including
schedule and risk are described and analyzed, through qualitative and quantitative
research and analysis. In the end, optimizing advices on integrative management system
such as batch manufacturer of Shenzhou spaceship, data package management of
products, etc. are provided, and Shenzhou spaceship integrative management methods
on the basis of spaceship finance, system level test and application of integrative
management is brought forward creatively,according to the comprehensive
