本工程拟建设2X350MW超临界、一次中间再热、燃煤、间接空冷凝气式汽轮发
电机组,同步建设烟气脱硫装置及SCR脱硝装置。
本期工程可行性研究是指根据《火力发电厂可行性研究报告内容深度规
定》,从五个方面对本工程的可行性进行研究:一是通过对电力系统及热负荷的
分析论证项目建设的必要性;二时通过对包括厂址位置、燃料、交通运输、水
源、贮灰场、区域稳定性以及岩土工程、抗灾能力、脱硫脱硝、环境保护及水
土保持、综合利用、劳动安全、职业卫生、资源利用、节能、人力资源配置等
15个主要建厂条件进行研究,论证项目建设条件的具备;三是通过运用财务指
标体系评价法及敏感性分析的发放对项目进行投资估算及经济效益分析以论证
项目的市场竞争力;四是通过盈亏平衡分析法对项目投资进行风险分析;五是
通过对项目投资进行经济与社会影响分析,并通过以上四项分祈共同论证项目
的可行性,提出可行性研究结论性意见。

Abstract
Inner Mongolia Kangbashi 丁hernial for Beijing Limited (Kangbashi thermal
Power) was established on October 16,2008. The corporation is responsible for
Inner Mongolia Kangbashi 2 x 350MW power plant air-cooled unit (the Project)
construction. The project plans to build 2 x 350MW super-critical, one intermediate
reheat, coal-fired, indirect air-cooled condensable gas turbo-generator group,
simultaneous constructing Flue gas desulfurization device and SCR denitration device.
Current project feasibility research is based on the depth regulation of thermal
power plant feasibility study reportFrom five aspects of the feasibility of this
project: first, through the power system and heat load analyzing and demonstrating
projects necessity, Second by researching on site location, fuel, transportation, water
sources, ash field, regional stability, and geotechnical engineering, resilience to
disaster, desulphurization and denitration, environmental protection and soil
conservation, integrated utilization, labor safety, occupational health, resource
utilization, energy-saving, human resources and other conditions of the 15 major
plant construction conditions,to demonstrate the projects has these construction
conditions. Third, through the use of financial indicators evaluation method and
sensitivity analysis of the distribution estimating projects investment and analyzing
economic yield to demonstrate the project's' marketing competitive ability. Fourth,
By using the break-even analysis to analyze the investment risks. Fifth, By analyzing
the economic and social impact of the project investment, and analyzing of the above
four joint demonstration project feasibility, we can proposed the concluding view of
the feasibility.
