摘 要
随着经济的发展和城市化进程的推进农用地逐渐被政府统一征收、调配和使
用。由于土地需求的扩张性、土地资源的稀有性、土地对于农民的社会保障性,
使农用地地价补偿成为政府和农民最为关注的焦点和难点。如何缓解日趋凸显的
征地纠纷?如何有效解决目前补偿方式单一、补偿数额偏低、补偿费用标准不合
理、补偿费用分配混乱问题等,这些都是从理论和实践两个层面亟需进行深入研
究的问题。

基于农用地分等定级估价的区片综合地价是农用地管理的一项新举措。本文
从区片综合地价的概念、意义入手,结合国内外农用地区片研究的现状,运用一
些数学理论对农用地区片地价的理论基础进行了科学分析和思考,阐述了农用地
定级估价与区片综合地价的关系及应用思路和可行性技术路线。并通过分析比较
多种区片划分和测算方法的优劣性,最终确定采用叠加法,选择扶风县,对区片
综合地价贯彻执行的相关调查数据进行了统计、分析、分类、估价、测算、论证,
以期进行技术推广,使各地区的县级农用地征地工作能与时俱进,创新理念,减
少纠纷、科学践行,真正达到科学、合理、公正、公平的征地目的。

本文通过对扶风县区片综合地价执行情况分为五个等级进行测算和分析,最
后得出基于农用地分等定级估价的区片综合地价实施切实可行,是有效推进农用
地征地工作的重要变革和必要之举,并建议以点带面,发挥辐射效应,将此方法
推广至我省县级应用,同时加强管理层面的实际应用,及时更新,保证数据的动
态真实性,保证区片综合地价征地方式方法的时效性,推进农用地征地工作迈上
新的台阶。

Abstract
With the development of economy and city change a process to advance,
agricultural land has been levied a unified deployment and use of government, new
situation has become an inevitable trend of social development. The demand for land
expansion, the scarce land resources, land for the farmers' social security, make
agricultural land requisition compensation for land became government and farmer the
focus and difficulty. How to alleviate the increasingly prominent land acquisition
disputes How to resolve the current unitary compensation method, compensation
amount is low, the compensation standard of land expropriation of land compensation
fees, unreasonable distribution of confusion And so on, which are from the two aspects
of theory and practice, earnestly needs to undertake in-depth study of the problem.
Based on the agricultural land classification gradation and valuation of agricultural
land area comprehensive value management is a new move. In this paper the land area
comprehensive value concept, meaning proceed with, combine domestic and
international agricultural land requisition land research status, some mathematical
theory for scientific analysis and reflection of agricultural land price theory, elaborated
the agricultural land grading and evaluation and integrated land price and the
relationship between ideas and feasible technology application route. Through the
analysis and comparison of various area piece and methods advantages and
disadvantages, finally determined using superposition method, selection of Fufeng
County, the area piece integrated price of the implementation of the relevant
investigation data, analysis, classification, valuation, calculate, argumentation, with
period undertake technical promotion, so that each area county farmland the job that ask
for the ground to keep pace with the times, innovation concept, reduce disputes,
scientific practice, achieve truly scientific, reasonable, fair, fair land acquisition
purposes.
This article through to the Fufeng county area piece integrated price
implementation is divided into five grades of calculation and analysis, finally concluded
based on agricultural land classification gradation and valuation of area piece integrated
