摘要
本论文首先通过调查问卷的方式对GN供电局中层管理人员的培养和任用过程中人
才识别、选拔对象、提拔公平性、选拔科学性、任前培养、用人原则、用人标准、任用
流程、人员结构、职位设计、职位升迁、监督机制、轮岗交流、考核评价、危机意识等
方面进行调查,分析培养与任用过程中存在的不足之处和难点、困惑及其原因。其次,
分析了国内外企业对中层管理人员培养与任用的现状和趋势,结合GN供电局现状,形
成中层管理人员培养与任用管理改进的思路。再次,通过设置科学的选拨评分表、理论
培训项目和内容、培养期间的考核评价方法、基于岗位胜任能力测评的评价考核、正式
任职管理,规范了中层管理人员的培养与任用管理,全面确保中层管理人员队伍素质高、
能力强的特色。最后,系统性地总结了论文的研究成果与意义,为预防和控制企业用人
时拔苗助长的风险提供建议,具有贴近现实、实施性和可操作性强的特点,为可能成长
成为中层管理人员的员工人才培养规划提供参考,为提升GN供电局创建全国先进水平
供电局的人力资源核心竞争力提供有力支撑,给公司良性发展和员工晋升带来了双赢。

ABSTRACT
Firstly,this paper through a questionnaire on the process of training and appointment for
middle managers of GN Power Supply Bureau,which the survey includs talent identification,
objects of selection, fairness of promotion, scientific of selection, training before office,
principle and standards of employment, the process of appointment, personnel structure, job
design, job promotion, mechanisms of oversight, personnel exchanges of rotation, evaluation,
and a sense of crisis and other aspects , to make an analysis of shortcomings and difficulties,
confusion, and reasons of the process train and appointment.
Secondly, the paper analyzes the status and trends of the domestic and foreign enterprises
on the training and appointment of middle managers, combined with the status of the GN
Power Supply Bureau to formate an management improvement ideas for middle managemers'
training and appointment
Again, by setting scientific selection score table, theoretical training programs and
content, appraisal method of training which is based on job competency evaluation,
assessment and evaluation, the official management of office, standardize the training and
appointment management of middle managers, to ensure a characteristics of high quality and
ability team of middle managemers comprehensively.
Finally, the paper systematically summarizes the research results and significance, to
provide advice to the risk prevention and control of enterprises employing Destructive
Enthusiasm, with the characteristics of reality, enforceability and operability to provide
