摘要
项目管理理论在著名数学家华罗庚教授的倡导下，被引入中国已近半个世纪，被大量应
用却是在改革开放后。近年来，现代项目管理的理念已经使许多政府投资建设的项目管理
方式发生了深远变化，趋于实现与国际项目管理发展水平的同步。但现代项目管理理念在
我台工程项目中的应用还处于起步阶段，卫星电视监测系统项目的实施是一个学习研究提
升的过程。成本管理作为项目管理活动中关键的一环，对于节约成本，提高经济效益有着
至关重要的作用。本文在简介项目成本管理理论的基础上，结合卫星电视监测系统项目成
本管理的实施过程介绍，研究如何在项目生命周期内进行成本管理，最终提高项目的管理
水平，提高项目投资效益。通过成本管理的学习和研究，可以促进项目管理水平的提高，
最终达到更快、更好、更高效的项目管理目标。

ABSTRACT
The modern project management methods are introduced to China by the famous
mathematician, professor Loo-Keng Hua half a century ago, and has been widely used after
China’s reform and opening. In recent years, many projects invested by Chinese government have
benefited from the modern project management methods, and the management skills of the
government agencies are keeping up with the international level. But our organization is still at the starting stage to apply the modern project management method. The satellite television monitoring system project will be a good chance for us to practice and improve our project management skills.
Cost management is the key element of project management activity. It is a very important
measure for saving cost and increasing economic benefit. In this thesis, we will introduce the
modern cost management methods. Using the satellite television monitoring system project as an example, we investigate how to implement cost management during the project lifecycle, in order to manage the project effectively while maximizing the economic benefit. We hope this work will
give us some insights for effective and efficient management of similar projects in the future.
