摘要
当人类社会逐渐走向了知识经济时代,一个显著特点即是强调人才的重要性,重视
人力资源管理在生产经营中的作用,无论是国外企业还是W内企业,都逐渐意识到人才
竞争是当今世界竞争的主流。同时企业经营者希望让企业的绩效得以敁大发挥,这就需
要确保员工胜任力达到人岗匹配。本文聚焦在远程教育校外中心的员工胜任力模型研
究,并结合A远程教育校外中心的具体实例进行考察,试提出胜任力提升策略。在本文
中,笔者以理论结合实际的方法,运用文献研究法对于胜任力理论和模型进行研究,并
对于远程教育发展、校外中心发展和员工情况进行整理,分析梳理远程教育校外中心的
三类重要员工的工作内容,提炼出工作核心绩效考量点,通过演绎法、访谈法和问卷调
查法,构建远程教育校外中心员工胜任力模型;并以A远程教育校外中心为例,运用构
建的胜任力模型对A中心的三类人员进行诊断,确认其存在的胜任力缺失,并提出培训
和招聘的提升策略。通过本文的研究,笔者试构建出了远程教育校外中心的胜任力模型。

前述胜任力模型对于远程教育校外中心的招聘、甄选合格人才有着积极意义;同时笔者
对A远程教育校外中心员工胜任力问题进行的诊断和合理化提升策略,对于其他类似机
构也给予重要参考意义。

Abstract
Along with the era of knowledge economy's coming, human resource has been attached
with great importance. That naturally arouses the awareness on the HR Management as a key
factor to success whether in domestic or foreign enterprises. Meanwhile the managers are
seeking for maximizing performance of the enterprises. It requires staff to enhance their
competence to match the demand of their positions. Basing on the investigation & survey of
Off-Campus Center A, this article focuses on the research of staff's competence model for the
Off-Campus Center of Distance-Education and puts forward the improving strategy. This
thesis utilizes literature research techniques and combines the theory with the actual situation,
making studies on the development of Distance-Education, Off-Campus Center and staff
themselves, analyzing the job description of three types of key staff and extracting the key
points for their appraisal. Besides, the deductive method, interview and questionnaire survey
are used to construct a competence model on staff of Off-Campus Center. I take Off-Campus
Center A for example, analyze three types of staff, find out their competence defect and
conclude the improvement proposals in training & recruitment. Through above studies, I
grope the Competence Model for the staff of Off-Campus Center. This model will play an
active role in recruiting & selecting candidates for the Off-Campus Center of
Distance-Education. Moreover, I make problem diagnosis on Off-Campus Center A and offer
rational improvement proposal. It will be of great significance for Off-Campus Center A as
well as important reference for similar organizations.
