随着经济全球化进程不断加快、区域经济一体化进程不断加深，跨区域甚至
跨国性质的大型集团公司不断出现。在新时代背景下的今天，企业高质量发展面
临不进则退、慢进亦退的风险挑战，而安全稳定的发展又是一切的前提，企业的
发展和安全就像是飞机的两翼、驱动的双轮，必须统一谋划、统一实施。而企业
资金安全与企业生存的关系是企业关注的重要问题，良好的资金和风险管理对
企业的稳定发展起到了至关重要的作用。随着第四次工业革命的到来，让不可能
实现的集团资金集中管理模式变成可能，促使许多大型国际化企业集团越来越
重视资金集中管理。因此研究通过集团企业资金集中管理模式实现防范企业风
险和高质量发展具有一定的研究价值和现实意义。
本文以企业集团发展与安全为研究背景，通过理论研究与案例分析相结合，
将A集团资金管理现状进行深入分析，认为在A集团不断高速发展过程中，随着
子、孙公司不断增多，管理层级不断加大，原有体系已不能满足高速发展的A集
团现实，并伴随着这种差异而逐步衍生出资金管理上的风险，势必危害到A集团
的健康高速发展，出现不稳定因素。
文章通过案例分析法、实地调研与访谈法、比较分析法等对比A集团原有资
金管理的痛难点和亟待解决的资金管理风险，制定出符合 A集团发展现状的资
金池模式方案。围绕资金池建设战略规划，设计了账户管理、资金调度管理、内
部交易管理等资金池管理具体举措，通过发现应用效果及应用后的不足，进一步
提出优化资金池方案的对策建议，以提升A集团整体的资金管理水平。使该资金
管理模式能够助力A集团高质量发展，防范集团公司资金风险。本文以A集团组
织发展架构及财务年报等真实数据作为科学依据，并参考有关专家学者的文献。
通过本文的研究，以此为国内大中型集团企业资金池管理模式的应用和优化提
供了一定的参考和借鉴。

integration, large cross regional and even transnational group companies continue to
emerge. In the context of the new era, the high-quality development of enterprises is
faced with the risk and challenge that if they do not advance, they will fall back. Safe
and stable development is the premise of everything. The development and safety of
enterprises are the two wings of one and the two wheels of driving force. They must be
planned and implemented in a unified way. The relationship between enterprise capital
security and enterprise survival is an important issue that enterprises pay attention to.
Good capital and risk management play a vital role in the stable development of
enterprises. With the arrival of the fourth industrial revolution, the group capital
centralized management model that was impossible to achieve has become possible,
prompting many large international enterprise groups to pay more attention to capital
centralized management. Therefore, it isof certain research value and practical
significance tostudy howto prevent enterpriserisks andachieve high-quality
development through the centralized fund management mode of group enterprises.
This paper takes the development and security of enterprise groups as the research
background, through the combination of theoretical research and case analysis, makes
an in-depth analysis of the status quo of Group A's fund management, and believes that
in the process ofGroup A'srapid development, with the increasing number of
subsidiaries and grandchildren and the increasing management levels, the original
system can no longer meet the reality of Group A's rapid development, and with this
difference, risks in fund management are gradually derived, It is bound to endanger the
healthy and rapid development of Group A and cause instability.
Through case analysis, field research and interview, comparative analysis and
other methods, this paper compares the pain anddifficulty of the original fund
management of GroupAand the fund management risks that need to be solved urgently,
and develops a fund pool model that conforms to the development status of Group A.

Focusing on the strategic planning of fund pool construction, specific measures for
fund pool management, such as account management, fund dispatching management,
and internal transaction management, were designed. Through finding the application
effects anddeficienciesafter application,countermeasures andsuggestions for
optimizing the fund pool scheme were further proposed to improve the overall fund
management level of Group A. This fund management mode can help Group A develop
in a high-quality way and prevent the capital risk of the Group Company. This paper
takes Group A's organizational development structure, financial annual report and other
real data as the scientific basis, and refers to relevant experts and scholars' literature.
Through the research of this paper, it provides some reference for the application and
optimization of fund pool management mode of domestic large and medium-sized
group enterprises.
