摘
要
处于生命周期各个阶段的每个企业都可能面临需要制定或修订未来发展战略的情
况。有效的战略管理是企业持续有效发展的必要条件。
目前,在俄罗斯联邦,住房和公共服务行业是一个比较大的行业,但存在的问题也
最多,同时,消费者对住房和公共服务供应商提供服务的满意程度较低。从住房和公共
服务消费者的角度来讲,此类活动的最终目标是应该为他(她)她们提供一个舒适和安
全的环境,并确保基础设施的顺利运行。但从住房和公共服务公司、服务提供商的角度
来看,其主要经营目标是以最低成本获得更多盈利。
所以,如何客观分析住房和公共服务企业外部和内部环境,正确设定企业发展目标
和合理的经营目的,制定发展战略,以最终提高企业的运作效率,是本研究要解决的主
要问题。
本文基于俄罗斯联邦有关企业发展战略的标准、规范和立法及相关统计数据,在研
究过程中参考和引用了国内外专家的相关资料,以“BUK”有限责任公司为研究对象。
第一部分为导论,概述了研究的背景、目的和意义,并对相关文献进行了综述。第
二部分界定了相关概念和研究范围,陈述了战略管理的理论基础,以及发展战略的分析
方法和工具,为战略选择和保障提供理论支持。第三部分分析了“BUK”有限责任公司
的现状和经营活动。即“BUK”有限责任公司的组织结构、员工状况、经营现状,并指
出了其目前战略管理中存在的问题。第四部分运用PEST分析法和SWOT分析法对“BUK”
有限责任公司的经营环境进行分析,并提出了在这种环境下应该做出的战略选择。第五
部分根据获得的数据和计算分析的结果,制定并提出了改进公司发展和经营的建议,并
就选择的发展战略提出保障实施措施。最后是本文的结论。
通过对“BUK”有限责任公司的分析表明,该公司具有良好的发展前景,但还有一
些领域需要开发。可以使用的措施有:创建移动应用程序“我们的房子”;重建现有网
站;在大众媒体上传播公司的相关信息;进行公司广告和信息宣传;在结算收据上打印
信息;创建和维护有吸引力的形象;进一步提高“BUK”有限责任公司的商业声誉,使
其更具吸引力。这些措施有助于降低成本,改进和缩短服务的流程,增加公司客户忠诚
度和满意度,提高员工工作效率,有效增加公司利润并改善其市场地位。

Abstract
Each enterprise at every stage of its life cycle may be faced with a need to develop or
revise its future growth strategy. Effective strategic management is an essential condition for
the sustainable and effective development of enterprises.
At present, housing and public service industry is a relatively large industry in the
Russian Federation, but it also has the most problems. At the same time, consumers are not
satisfied with the services provided byhousing and public service providers. From the
perspective of consumers of housing and public services, the ultimate goal of such activities
should be to provide him or her with a comfortable and safe environment and ensure the
smooth operation of infrastructure. But from the point of view of housing and public service
companies and service providers, their main business objective is to obtain more profit at the
lowest cost.
Therefore, how to objectively analyze the external and internal environment of housing
and public service enterprises, correctly set enterprise development goals and reasonable
business objectives, formulate development strategies, and ultimately improve the operation
efficiency of enterprises are the main problems to be solved in this research topic.
This paper is based on the standards, norms and legislation ,and relevant statistical data
of the Russian Federation concerning enterprise development strategy. In the research process,
relevant materials of domestic and foreign experts are referenced and cited, and "BUK"
Limited liability Company is taken as the research object.
The first part isthe introduction, which summarizes thebackground, purpose and
significance of the research, and summarizes the relevant literature.
The second part defines the relevant concepts and research scope, states the theoretical
basis of strategic management, as well as the analytical methods and tools of development
strategy, to provide theoretical support for strategic selection and guarantee.
The third part analyzes the current situation and business activities of BUK Limited
liability Company. That is, the organizational structure, staff status and operating status of
"BUK" Limited liability company, and points out the problems existing in its current strategic
management.
The fourthpart uses PESTanalysis and SWOTanalysis to analyzethe business
environment of "BUK" Limited liability company, and puts forward the strategic choice that
should be made in this environment.
The fifth part, according to the obtained data and the results of calculation and analysis,
makes and puts forwardsuggestions to improve the development andoperation of the

Finally, the conclusion of this paper.
Through the analysis of "BUK" limited liability company, it shows that the company has
a good development prospect, but there are still some areas to be developed. Examples
includecreatingamobileappcalled"OurHouse";Rebuildingexistingwebsites;
Disseminating information about the company in mass media; Company advertising and
information promotion; Printing information on settlement receipts; Create and maintain an
attractive image; Further enhance the business reputation of "BUK" LLC and make it more
attractive. These measures help to reduce costs, improve and shorten the service process,
increase the company's customerloyalty and satisfaction, improve employee efficiency,
effectively increase the company's profits and improve its market position.
