摘要
随着现代城市的发展,轨道交通已经不单单是一种运输工具。轨道交通承担着舒缓城
市交通压力、提高人民出行效率的重任。人力资源是轨道交通企业的核心竞争力,企业是
否拥有高质量的人力资源,将决定着企业能否健康、长远地发展。轨道交通行业的快速发
展,尤其是近些年成立的城市轨道交通企业,更需要合理地制定人力资源管理战略。
本文以 M公司为例,分析一个成立十年的公司,在人员迅速扩充、新线建设运营中,
人力资源管理的重要性。目前 M公司已经运营的线路有三条,且员工数目庞大、已近五
千人。在轨道交通行业快速发展的背景下,周边同期起步的同类企业对 M公司来说都是
专业技术人才的竞争者。随着公司的扩张,现存人力资源管理问题有:高端专业技术人员
欠缺;员工培训管理力度需要加大、培训周期需要延长;员工招聘来源比例的不太合理等,
这些人力资源管理问题均限制着公司的发展。
本文利用 PEST分析法对公司的政治环境、经济环境、社会环境和技术环境进行分析,
预测公司所处行业的发展趋势。再通过 SWOT分析法对 M公司的内部优势以及劣势环境
做出全面、系统的分析,得出公司人力资源管理战略适合采用 WO战略。此战略主要是
利用外部的发展机会来克服公司内部人力资源存在的问题。本文对公司高端专业技术人才
的欠缺问题进行重点分析,寻求能够解决此问题的方法。根据不同的人才特点进行岗位合
理分配,以及对不同人员构建相应的培训体系,有针对性地提升公司内部人员的技能,同
时再配以合理的薪酬体系和考核指标,来提高员工的工作积极性。本文的研究对于提高
M公司的人力资源管理战略水平有一定的借鉴意义。也可以为与 M公司处于相同阶段的
同类企业的人力资源管理战略提供参考。

ABSTRACT
With the development of modern cities, rail transit is not only a means of transportation.
Rail transit is responsible for relieving urban traffic pressure and improving people's travel
efficiency. Human resources are the core competitiveness of rail transit enterprises. Whether an
enterprise has high-quality human resources, determines it can or can’t develop healthily and in
the long run. With the rapid development of rail transit industry, especially urban rail transit
enterprises established in recent years, it is more necessary to formulate human resource
management strategies reasonably.
Taking M Company as an example, this thesis analyzes the importance of human resource
management in the rapid expansion of personnel and new line construction and operation of a
company established ten years ago. At present, M company has operated three lines and the
number of employees is huge. It has nearly 5,000 employees. In the context of rapid
development of rail transit industry, similar enterprises that started at the same time around M
Company are all competitors for professional and technical talents. With the expansion of the
company, the existing human resource management problems include: lack of professional and
technical talents; Staff training management needs to be strengthened, training cycle needs to be
extended. These problems of human resource management restrict the development of the
company.
This thesis uses PEST analysis, it analyzes the company's political environment, economic
environment, social environment and technical environment, and predict the development trend
of the company's industry. Through SWOT analysis, a comprehensive and systematic analysis
of the internal advantages and disadvantages of M company is made, and it is concluded that
WO strategy is suitable for the company's human resource management strategy. This strategy
is mainly to use external development opportunities to overcome the problems of internal
human resources. This thesis focuses on the lack of high-end professional and technical
personnel in the company and seeks solutions to this problem. According to the characteristics
of different talents, we should allocate positions reasonably, and build corresponding training
systems for different personnel, so as to improve the skills of internal staff in the company, and
at the same time, with a reasonable salary system and assessment indicators, to improve the
