摘
要
室内环境的污染严重影响了人们的身心健康和工作绩效,加上新冠疫情的加剧,
人们对室内环境质量(IEQ)的要求也越来越高。随着国家对教育信息化的建设逐步加
强步伐,中国教育部对青少年视力健康保护的重视程度,对教室灯光环境做出了具体
规定,国家环保部门陆续提出了将改善室内环境质量作为导向的环境管理策略。
智数公司是一家技术型创业公司,专注于室内智慧环境领域理论研究、算法设计
及系统开发,提供专业的室内智慧环境系统解决方案,公司目标市场聚焦在教育领
域,凭借其独特的技术优势和专业程度,以教育领域作为起步立足点,主要经营的产
品为智慧环境教室管控系统。虽然目前已经在技术领域取得了一定的持续竞争力,但
受到公司自身资源能力以及外部环境的诸多限制,公司业务水平得不到进一步扩大,
生存压力逐渐增大,也将面临比较大的生存风险。因此,公司需先获得公司生存保障
的同时,也需对下一步发展作出重点战略部署,这对企业长期健康发展具有重要意
义。
在本次研究过程中,使用了多种研究方法,包括价值链分析法、SWOT 分析法等,
同时通过应用 PEST分析等管理学分析工具,分别从多个维度入手展开深入的分析,在
研究内容上首先从企业所处的外部环境进行分析,然后围绕企业内部环境方面从企业的
资源与能力方面,包括企业的研发创新资源、财务资源、核心竞争力资源以及价值链活
动等,识别出企业拥有资源存在的优劣势。接着借助 SWOT组合矩阵分析法,通过定性
和定量分析,企业确立了成为“国内最专业的室内智慧环境管控系统服务商”的短期目
标以及成为“国内知名的室内大数据服务商”的长期目标,并且根据分析模型得出,企
业应选择一体化发展战略。最后,根据一体化战略发展路径制定了四个不同发展阶段的
发展路径,并提供了适合企业当前阶段发展的战略实施计划。由此,在辅助核心战略进
行全面落地的同时,也从强化企业研发投入、拓展市场渠道、优化人力资源、提高顾客
服务等多个维度构建企业的整体战略保障体系。
本次研究得出的结论,将对智数公司下一步发展提供实际参考价值,同时也为同智
数公司现阶段所处状况相同的中小型创业企业提供指导意义。

智数公司发展战略研究
Research on Development Strategy of Smart Data Company
Abstract
Indoor pollution has a significant impact on people's well-being and performance.
Especially during the pandemic of COVID-19, the awareness and requirements for indoor
environment quality (IEQ) are getting higher and higher. With the increasing development of
the educational information infrastructure of China, the National Ministry of Education made
specific regulation regarding the classroom lighting environment to manifest the importance of
juvenile vision protection. Meanwhile, the national environmental protection department kept
putting forward environmental management policies in order to improve indoor environment
quality.
Smart Data Company is technical start-up company, focusing on the theoretical research,
algorithm design and system development of smart indoor environment, providing professional
solutions of smart indoor environment. Thanks to the advantages of its unique technology and
speciality, the company initially focused on the educational market, and achieved some measure
of success. The key product is the smart environment control system for classroom. Although
the company has gained a certain sustained competitiveness in terms of technology, the business
volume is still small and the survival pressure is still high, due to the lack of internal resources
plus the exacerbation of external competitive environment. Therefore, it is critical for the
company to make a long-term development strategy, on the premise of low risk of survival.
In this study, a couple of research methods are employed, including value chain analysis,
SWOT analysis, etc., at the same time, PEST analysis and other management analysis tools are
used to carry out in-depth analysis from multiple dimensions. Specifically, the study started
from the analysis of the external environment of the company, by following the analysis of the
internal environment to figure out the resources and capabilities of the company, including
R&D, innovation resources, financial resources, core competitive resources, value chain
activities, etc., and accordingly identify the advantages and disadvantages of the company.
Then the SWOT combination matrix analysis was performed. Through both of the qualitative
and the quantitative analysis, the company was proposed to establish the short-term goals of
"the most professional service providers of smart indoor environment control system" in China,
and to hold the long-term faith of becoming "one of the most well-known indoor Big Data
service providers". In addition, according to the analytic model, the company was suggested to
choose the integrated development strategy. Finally, four different development paths based on
the integrated development strategy development were proposed, and a strategic

implementation plan for the current development of the company was provided. Consequently,
whilst assisting the implementation of the core strategy, the company can also construct an
overall strategic supporting system from multiple perspectives such as increasing the
investment in R&D, expanding market channels, optimizing human resources and improving
customer service.
The conclusion of this study is valuable not only to the development of Smart Data
Company by offering practical guidance, but also to other likewise SMB start-ups by providing
meaningful references.
