摘要
近些年，我国人口老龄化程度不断加剧，养老问题日渐突出，当下的养老院养老
等模式比较单一，已不能满足日益增长的老年人的养老需求，如何推动养老产业多元
化发展成了政府和老百姓越来越关注的话题。市场紧跟需求，各种养老模式纷纷出现
在大众视野，老年人在医院住养开始成为养老的方式之一。由于“医养结合”的养老
模式还没有被大众熟知，加之受“养儿防老”传统观念的影响，主动在医院进行养老
民众自然不多。
考虑到老有所医的切实需求，本文以人口老龄化加剧为背景，“医养结合”政策
支撑为契机，探讨既能满足老年人正常的养老需求，又能随时提供医疗救助和专业护
理的新型养老模式。本文发现，医院护理的功能在照顾老年病人上尤其凸显，能有效
地为老年病人的家庭成员分忧，重医轻养观念的存在成了阻碍“医养结合”发展的阻
碍，民办医院制度灵活、考核形式多样，可通过各种措施弥补服务不足的短板。本文
用定性研究的方法以重庆市 CW医院为例展开调查研究，分析我国民办医院发展养老
项目过程中产生的问题，并提出切实可行的解决方法，最终得出本文结论：为解决日
益加剧的老龄化人口的养老问题，民办医院应在保障专业医疗设备支撑的基础上，充
分体现人文关怀的前提下，开展医疗康养业务，真正从现实意义上弥补养老院或者公
立医疗机构在服务老年患者上不足，实现老有所医的目标。

In recent years, the aging degree of China's population is increasing, the pension
problem is becoming increasingly prominent, the current nursing home pension model is
relatively single, which can no longer meet the growing needs of the elderly, how to
promote the diversification of the pension industry has become a topic of increasing
concern to the government and the people.The market keeps up with the demand, various
pension models have appeared in the public view, the elderly in the hospital care began to
become one of the ways of pension.Because the pension mode of "combining medical
care" has not been well known by the public, and influenced by the traditional concept of
"raising children for old age", there are naturally not many people who take the initiative to
retire in hospitals.
Considering the practical needs of the elderly with medical care, this paper takes the
aging of the population and the policy support of "combination of medical care" as an
opportunity to explore the new pension model that can not only meet the normal needs of
the elderly, but also provide medical assistance and professional care at any time.This
paper found that the function of hospital nursing is especially prominent in taking care of
the elderly patients, which can effectively share the worries of the elderly patients, the
existence of medical care has hindered the development of "medical care", private hospital
system is flexible, various assessment forms, can make up for the lack of service through
various measures.This paper with the qualitative research in Chongqing CW hospital as an
example, analyze the problems in the development of pension projects in China, and put
forward practical solutions, this paper concluded that in order to solve the problem of
aging population, the private hospital should on the basis of professional medical
equipment, fully reflect the premise of humanistic care, health business, really from the
practical sense of nursing homes or public medical institutions in the service of the elderly
patients, to achieve the goal of old.
