摘要
经济全球化为社会发展带来了新的机遇,同时也让服务外包业务变得愈发的
普遍,在全球范围内得到了快速的普及。作为一种商业概念和行业战略,服务外
包已经伴随着经济的深入发展,成为了电信运营商获取技术、人才、资源的重要
手段,所以电信运营商高度重视服务外包的工作,并且希望通过该项工作的开展
来不断提高自身的核心竞争能力,降低运维成本,所以很多非核心网络的维护工
作都已经交由外包公司综合代维。但引入外包公司的同时,也给电信运营商带来
了各种委托代理中的风险问题。在契约签订前后,如何避免逆向选择来挑选高质
量的外包公司,如何防范道德风险来做好综合代维协调管理工作,是电信运营商
在综合代维中需要面临的问题。
论文以 L电信公司本地电信网络的综合代维为研究主题,首先梳理了国内外
对于网络维护外包和委托代理理论研究成果和理论;然后分析了 L电信公司综合
代维现状及其在综合代维中所面临的问题;建立了甄别模型和双代维公司的协调
模型。模型研究结果表明,电信公司(委托方)在招标价格上限设定的过程当中,
需要充分考量高成本代维公司成本和保留效用,并且提供组合差异合同来供竞标
代维公司进行选择,才能够实现对代维公司的有效甄别;一旦代维公司的综合代
维能力很强或代维公司间存在较强的相互影响关系,则可以大大减小综合代维中
的道德风险。论文最后提出了利用招标价格的上限严控入围门限、结合差异合同
机制来增加甄别强度的代维公司选择机制及采用少量多家代维公司、引入竞争或
合作激励机制等综合代维协调管理的改进措施,其研究结果为电信运营商的综合
代维项目提供了有效的指导。
论文所提出的代维公司选择与协调策略,旨在降低 L电信公司在综合代维过
程中的委托代理风险,能够真正使综合代维达到降费增效、提升企业核心竞争力
的目的,其研究结果也可以为其他电信运营商网络维护代维提供一定的借鉴。

Abstract
Economic globalization has brought new opportunities for social
development. At the same time, service outsourcing business has become more
common, and it has been rapidly popularized worldwide. As a business concept
and industry strategy, service outsourcing has become an important means for
telecom operators to acquire technology, talents and resources with the in-depth
development of economy. Therefore, telecom operators attach great importance
to the work of service outsourcing, hoping that through this work, they has
continuously improved its core competitiveness and reduced operation and
maintenance costs. As a result, many non-core network maintenance work has
been delegated to outsourcing companies. However, the introduction of
outsourcing companies has also brought various risk problems in the principal-
agent to telecom operators. Before and after the contract is signed, how to avoid
adverse selection and select high-quality outsourcing companies, as well as how
to prevent moral hazards and do a good job of coordination and management of
maintenance outsourcing are the problems that telecom operators need to face in
the maintenance outsourcing.
In this thesis, we take the integrated agent maintenance of L Telecom’s local
telecommunication network as the research theme and sort out the research
results and theories of network maintenance outsourcing and principal-agent
theory at home and abroad. Then the current status of L Telecom’s integrated
agent maintenance are elaborated and its problems facing in the comprehensive
agent maintenance are discussed. A screening model and a coordination model
with the agent service company were established. The research results show
that when the telecommunications company (the entrusting party) is in the
process of setting the upper limit of the bidding price, it needs to fully consider
retention utility and the cost of the high cost agent maintenance companies, and
provide the portfolio difference contract for the bidding agent maintenance
companies to choose, which can achieve the effective identification of
