随着信息、经济以及资源全球化的快速发展,我国市场经济不断深入发展,越
来越多地中国企业的发展目标从机会导向转化为战略导向。人力资源管理是企业管
理的重要环节,越来越多地中国企业开始重视人力资源管理如何支持企业的战略发
展以及如何构建符合市场经济要求和赢得竞争优势的战略人力资源管理体系。然而
在企业生产经营实践过程中,许多企业对人力资源管理缺乏战略性认识,不能有效
地将战略人力资源管理意识转化为战略管理能力,尤其是战略人力资源管理理念与
运营的严重脱节,导致战略人力资源管理理念缺乏执行力。换句话说,企业缺乏战
略人力资源管理体系,导致企业战略难以有效实施。
很多企业的人力资源管理与战略连接得不够紧密,导致人力资源管理对于企业
战略实现的贡献度不高。本文以 H公司为研究对象,从企业战略、人力资源管理和
战略人力资源管理理论出发,结合 H公司的内外部环境和人力资源管理现状,通过
理论与实践有效结合,采用不同的研究方法,从战略人力资源管理体系构建着手,
全面分析 H公司人力资源管理方面存在的问题,并基于 SWOT分析确定战略人力
资源 SWOT策略组合,提出了战略人力资源管理体系构建框架及具有针对性地实施
策略。通过构建战略人力资源管理体系,有效解决人力资源管理与战略脱节的问题,
从而提高企业核心竞争力,实现企业战略目标和可持续良性循环。

ABSTRACT
With the rapid development of information, economy and resource
globalization, my country's market economy continues to develop in depth,
and more and more Chinese enterprises' development goals have changed
from opportunity-oriented to strategic-oriented. Human resource
management is an important part of enterprise management. More and more
Chinese enterprises begin to pay attention to how human resource
management supports the strategic development of the enterprise and how to
build a strategic human resource management system that meets the
requirements of the market economy and wins competitive advantages.
However, in the process of enterprise production and operation, many
enterprises lack a strategic understanding of human resource management
and cannot effectively transform the strategic human resource management
awareness into strategic management capabilities. Human resource
management concepts lack execution. In other words, companies lack a
strategic human resource management system, which makes it difficult to
effectively implement corporate strategies.
The human resource management of many enterprises is not closely
connected with the strategy, resulting in a low contribution of human
resource management to the realization of the enterprise strategy. This paper
takes H company as the research object, starts from the theory of enterprise
strategy, human resource management and strategic human resource
management, combines the internal and external environment of H company
and the current situation of human resource management, and adopts
different research methods through the effective combination of theory and
practice. The establishment of the strategic human resource management
system begins, comprehensively analyzes the problems existing in the
human resource management of H company, and determines the strategic
human resource SWOT strategy combination based on the SWOT analysis,
and proposes a strategic human resource management system construction
framework and targeted implementation strategies.By building a strategic
human resource management system, it can effectively solve the problem of
the disconnection between human resource management and strategy, so as
to improve the core competitiveness of the enterprise, realize the strategic
goal of the enterprise and a sustainable virtuous circle.
