摘要
粮食作为国家的生命之源，关乎国计民生，河北省作为我国十三个产粮大省之一，
其粮食安全话题一直被众多学者所关注。而农业生产存在一定的内生脆弱性和高风险
性，迫切需要相关保险产品来规避或分散风险。基于此，研究河北省如何实现传统农
业向现代化农业加速转型，实现农业保险与农业现代化良好互动发展，对促进农业高
质量发展至关重要。
本文首先在众多学者的文献研究基础上进行梳理和总结，从理论角度探讨对农业
保险系统与农业现代化系统的耦合协调机制。再结合河北省两系统实际发展和文献参
考的基础上，构建了 2009-2018年两系统的综合指标体系。本文首先使用熵值法分别
得到子指标的权重，构建河北省农业保险综合指数和农业现代化发展综合指数进行综
合评价。在此基础上，本文使用耦合协调度模型对两系统良好互动关系进行实证研究。
结果显示，河北省农业保险和农业现代化发展总体上均呈现上升趋势，但二者的耦
合协调度处于初级协调发展状态，由于农业保险发展的不稳定性，使得两系统的良好
互动呈现出较低水平。再深入研究其内部作用路径发现，影响农业保险发展的路径因
子是农业保险效率和农业保险可持续，包括农业保险收入和支出密度、农业保险收入
和支出深度以及农业保险保费收入和支出增长率；影响农业现代化发展路径因子是农
业可持续发展和农村经济结构，包括单位面积施肥、农药和农膜使用量、成灾率、当
年造林面积、农业增加值比重、农业从业人员比重以及城镇化率等指标。并针对河北
省农业保险与农业现代化互动发展中存在的相关问题，提出在完善保险制度的同时也
要增加保险知识的普及率、加大农业投资、改善农业生产设备等对策措施。

ABSTRACT

China, the food security topic has been attention by many scholars. Agricultural production
has certain inherent fragility and high risks, an urgent need to the relevant insurance
products to evade or spread the risk. On this basis, studying the application of traditional
agriculture in modern agriculture is of great significance to the development of high-quality
agriculture, Accelerate the transformation to agricultural insurance and develop the
interactive relationship with agricultural modernization.
In this paper, first of all, on the basis of studying many scholars of literature on the
basis of combing and summary, from the Angle of theory of agricultural insurance system
and coupling coordination mechanism in the system of agricultural modernization. In
combination with the actual development in Hebei province and reference, on the basis of
building a comprehensive index system of the two systems in 2009-2018. This paper use
