摘 要
近年来伴随我国制造业与对外贸易的发展,检测行业也逐渐发展起来,市
场容量巨大。然而,随着国际检测机构涌入中国市场,再加上受历史原因影响,
我国检测行业长期以来受政府管控,以国有检测机构为主体。现阶段我国检测
行业的检测标准还未健全,检测市场集中度也不高,加上政策扶持,为第三方
检测公司的发展提供了良好的机遇。面对机遇,第三方检测公司如何在检测市
场中获得一席之地,急需制定相应的发展战略。因此,本文以内蒙古盟和检测
公司为例,对其发展战略进行研究,研究结果对其健康稳定发展具有重要意义。
本文使用 PEST分析法、波特五力模型、SWOT分析法,基于相关研究及文
献梳理,对内蒙古盟和检测公司的宏观环境、产业环境、内部环境进行分析,
总结得出内蒙古盟和检测公司的优势、劣势、机遇及威胁。内蒙古盟和检测公
司存在着政策优势,也积累了一定的客户,但同时也有业务范畴和检测服务较
为狭窄、流动资金紧缺问题等劣势。面临着一定的政策机遇,也面临着民众对
生活品质的要求提高、现有市场的集中度较小、检测市场逐步放开等发展机遇,
结合 SWOT分析,内蒙古盟和检测公司应该采用密集型增长战略。为确保战略
的顺利实施,内蒙古盟和检测公司应该从创新服务模式、开发检测技术等两方
面来重视检测质量,通过灵活运用营销策略、精细划分市场与客户需求的方式
来重视营销策略,通过完善组织结构、提高服务效率的方式来优化组织结构,
通过引进高水平人才和现有人才的培养来保证稳定的后备力量。

Abstract
In recent years, with the development of China's manufacturing industry and
foreign trade, the detection industry has gradually developed, with huge market
capacity. However, with the influx of international testing institutions into the
Chinese market, and due to historical reasons, China's testing industry has been
controlled by the government for a long time, with state-owned testing institutions as
the main body, which makes the testing industry more competitive. Moreover, at this
stage, the testing standards of the testing industry in China have not been formulated,
the concentration of the testing market is not high, coupled with the support of
policies, which provide a good development opportunity for the development of
third-party testing companies. Faced with these opportunities, how to get a place in
the third-party testing market for the third-party testing company is of great
significance for its development, and also has a certain reference value for the
development of other third-party testing companies. Based on this, this paper takes
Inner Mongolia Menghe testing company as an example to study the development
strategy.
Specifically, using PEST analysis, Porter's five forces model, SWOT analysis,
based on relevant research and literature review, this paper systematically analyzes
the macro environment, industrial environment and internal environment of Inner
Mongolia League and testing company, and summarizes the development advantages,
disadvantages, opportunities and threats of Inner Mongolia League and testing
company, so as to get a conclusion suitable for Inner Mongolia League and testing
company At the same time, in order to ensure the smooth implementation of the
development strategy, this paper also puts forward relevant safeguard measures from
four aspects: attaching importance to testing quality, attaching importance to
marketing strategy, optimizing organizational structure, and introducing and
cultivating talents.
Through the research, this paper finds that Inner Mongolia League and testing
company has policy advantages and has accumulated certain customers, but also has

disadvantages such as narrow business scope, narrow testing service and shortage of
working capital. At the same time, this paper also finds that Inner Mongolia League
and testing company are facing certain policy opportunities, as well as development
opportunities such as the improvement of people's demand for quality of life, the
small concentration of the existing market, and the gradual opening of the testing
market. If Inner Mongolia League and testing company can grasp these opportunities,
its development prospects will be very broad. Combined with these advantages and
disadvantages, this paper thinks that Inner Mongolia League and testing company
should adopt Intensive growth strategy. In order to ensure the smooth implementation
of these strategies, this paper thinks that Inner Mongolia League and testing company
should pay attention to the quality of testing from the two aspects of innovative
service mode and innovative testing technology. At the same time, it should also pay
attention to the marketing strategy through the flexible use of marketing strategy, fine
market and customer demand. It also needs to optimize the organizational structure
by improving the organizational structure and service efficiency Finally, in order to
ensure a stable reserve force, Inner Mongolia League and testing company should
also introduce high-level talents and pay attention to the cultivation of existing
talents.
