氟化工行业自上世纪 30年代步入产业化以来,经过几十年的发展,已形成了较为
完整的产业链,且因其产品应用领域广、性能优异、商业效益高而迅速发展成为我国的
重要行业。但是,目前我国精细氟化工行业与国外差距仍然较大,一些高端含氟电子材
料还需要依赖进口,如何通过调整战略、发展技术等举措来提升整体竞争能力,成为行
业性的发展问题。本文的研究对象 R公司成立于 2008年,是一家主要从事农药中间体、
医药中间体及其他精细氟化学品的研发、生产和定制加工业务的企业。R公司多氟农药
中间体系列产品市场占有率世界第一,产品 80%以上出口美国、欧洲、日本、韩国和印
度等国家和地区。然而近年来关税壁垒、保护主义及企业自身发展的潜在危机重重,新
冠疫情引爆了这些危机,R公司不仅需要面对外部不利因素的重重压力,还需要解决公
司内部的管理问题。在这种内忧外患的情况下,R公司需要制定适合其未来发展的战略。
本文以企业发展战略等理论为基础,基于 PEST模型对企业所处的政治环境、经济
环境、社会环境、技术环境四个方面进行宏观环境分析;使用波特五力模型从供应商的
议价能力、购买者的议价能力、潜在进入者威胁、替代品威胁及现有竞争者五个方面对
于 R公司的竞争环境进行分析;通过市场需求分析,发现 R公司在国内还存在着大量
的发展机会;运用 SWOT分析方法对 R公司的优势、劣势、机会与威胁进行分析,形
成 SWOT矩阵,最后通过 QSPM矩阵分析确定公司未来的发展战略。R公司可以利用
自身已有的含氟电子材料创新技术的基础,开发国内高端氟化材料市场,提高产品多样
化程度和盈利能力,满足国内市场需求,同时 R公司关注国际市场变化趋势,在满足目
前国际客户需求的基础上,开拓更多国际客户,打开国际市场知名度。为了更好的实施
企业发展战略,本文根据发展战略的要求提出了战略实施措施及实施保障。
本文旨在通过研究 R公司的发展战略,帮助 R公司摆脱目前的经营困境。同时 R
公司在氟化工行业具有一定代表性,对 R公司进行战略分析研究可以为其同行业公司提
供借鉴参考。

Research on The Development Strategy of R Company
Abstract
Since the fluorine chemical industry stepped into industrialization in the 1930s, it has
rapidly developed into China's important industries. However, there is still a large gap between
China and foreign countries in fine fluorine chemical industry. Some high-end fluorine-
containing electronic materials still need to rely on imports. How to adjust strategies and
develop technologies to improve overall competitiveness has become an industry development
issue. R company was established in 2008 and is an enterprise mainly engaged in the R&D,
production and customized processing of pharmaceutical intermediates, pesticide intermediates
and other fine fluorochemicals. The market share of R company's series of polyfluorinated
pesticide intermediate products is the world's largest, and more than 80% of the products are
exported to America, Europe, Japan, South Korea, India and other countries and regions.
However, in recent years, there have been many potential crises in tariff barriers, protectionism,
and the development of enterprises themselves. The new crown epidemic has detonated these
crises. R company not only needs to face the pressures of external unfavorable factors, but also
needs to solve the company's internal management problems. In this situation, R company needs
to formulate a strategy suitable for its future development.
This article is based on theories of corporate development strategy. The PEST model
conducts a macro-environmental analysis. The Porter’s five forces model analyzes the
competitive environment of R company. Through market demand analysis, it is found that R
company still has a lot of development opportunities in China. The SWOT analysis method
analyzes the advantages, disadvantages, opportunities and threats of the R company. The QSPM
matrix finally determines the company's future development strategy. R company can use its
existing foundation of fluorine-containing electronic material innovation technology to develop
the domestic high-end fluorinated material market. At the same time, R company should open
up international market. In order to better implement the corporate development strategy, this
article proposes strategic implementation measures and implementation guarantees based on
the requirements of the development strategy.
This article aims to help R company get rid of its current operating dilemma. At the same
time, R company is a representative in the fluorine chemical industry. Strategic analysis and
research on R company can provide reference for companies in the same industry.
