摘要
习总书记提出创新是引领发展的第一动力。创新作为当今世界的主题，也作为我国五大
发展理念之首，在企业的发展之中占据重要地位。企业是社会的组成部分，应该从自身做起，
积极响应国家的政策，顺应时代的潮流，才能在激烈的竞争市场中茁壮成长。创新需要企业
一方面丰富自身知识，提升自我能力，加强内部的资源利用率。另一方面也要充分发挥外部
资源的力量，通过与政府、院校、科研机构以及其他网络成员的交流、分享来提高创新绩效，
实现双赢。我国越来越重视高新技术的发展，在政策上支持，在经济上投入。作为高新技术
企业，有义务顺应潮流加速发展，其经济收入已经越来越占据所有行业收入中的较大比例。
高新技术企业的发展促进了我国经济可持续健康发展，不断推进高新技术企业的发展更助于
调整我国的传统产业结构，增加了创新资源的有效利用率。江苏省作为高新技术发展较快的
省份，其省内高新技术企业数量居全国前列，具有重要研究意义。
本文主要研究高新技术企业的创新绩效影响因素，从企业内部视角和外部视角进行分析，
着重分析了外部创新环境对于高新技术企业的创新绩效的影响，采用改进的引力模型分析了
江苏省各地市相对创新实力值，在此基础之上应用社会网络分析方法对 2008年和 2018年数
据进行比较，得出了区域创新环境对于高新技术企业的创新有积极影响，苏南城市优势明显，
苏北部分城市还处于劣势，呈现“强少弱多”的格局，南京在省内一直处于创新发展的核心
位置。对南京高新技术企业创新绩效影响因素进行实证研究，回收有效问卷 266份，得出城
市政策环境、高端人才、企业技术能力、知识获取能力等四个因素对于高新技术企业创新绩
效有显著正向影响。最后，从企业外部因素和内部因素的不同视角给出加快高新技术企业发
展、提升高新技术企业创新绩效的建议：外部需要加强城市环境建设，加速集聚创新资源，
为高新技术企业提供创新支持；内部需要提升企业技术能力和知识获取能力，提升企业创新
绩效，进而拉动城市经济，达到双赢的局面。

Abstract

the theme of today's world, innovation is also the first of my country's five development concepts,
and it occupies an important position in the development of enterprises. An enterprise is an integral
part of society. It should start from itself, actively respond to national policies, and conform to the
trend of the times in order to thrive in the fiercely competitive market. Innovation requires
companies to enrich their own knowledge, enhance their own capabilities, and strengthen internal
resource utilization. On the other hand, we must give full play to the power of external resources,
and improve innovation performance through communication and sharing with governments,
universities, scientific research institutions and other network members to achieve a win-win
situation. my country is paying more and more attention to the development of high-tech,
supporting policies and investing in the economy. As a high-tech enterprise, it is obliged to follow
the trend and accelerate its development, and its economic income has increasingly accounted for a
larger proportion of the income of all industries. The development of high-tech enterprises has
promoted the sustainable and healthy development of my country's economy. The continuous
advancement of the development of high-tech enterprises has helped to adjust my country's
traditional industrial structure and increase the effective utilization of innovative resources. As a
province with rapid development of high and new technology, Jiangsu Province ranks among the
top in the country in terms of the number of high-tech enterprises in the province, which has
important research significance.
This paper mainly studies the influencing factors of the innovation performance of high-tech
enterprises. It analyzes from the internal and external perspectives of the enterprise. It focuses on
the impact of the external innovation environment on the innovation performance of high-tech
enterprises. The improved gravity model is used to analyze the relative Based on the value of
innovation strength, the social network analysis method is applied to compare the data of 2008 and
2018, and it is concluded that the regional innovation environment has a positive impact on the
innovation of high-tech enterprises. The advantages of cities in southern Jiangsu are obvious, and
