摘要
随着人民生活水平的提高,对品质生活的进一步追求,加上我国质量强国战略、
食品安全战略、健康中国规划等重大决策部署和出台,社会对检验检测的需求进一
步释放,检验检测行业将有广阔的发展前景。但由于国内检测机构起点低、起步晚,
市场化水平总体偏低,与国外高效运营模式相比还存在较大差距。同时,随着国内
检验检测机构的不断涌现,使得行业竞争加剧,企业个性化检测需求日益增多,在
追求高质量、高效率发展的过程中,检验检测机构面临着质量管控不严、效率低、
核心竞争力弱等问题。面对新的发展形势和要求,如何提升企业运营效率、突出价
值导向、创造核心竞争优势,无疑是当前检验检测企业发展的必经之路。
K检测机构是一家综合性产品检测认证的第三方机构,主要从事消费类电子、
轨道交通、航空电子等领域的咨询、检测认证业务。随着业务不断发展壮大, K检
测机构面临检测周期长、检测效率低、部门协作困难等问题。基于以上背景,本文
选取 K检测机构这样一个市场化运作的检验检测机构作为研究主体,从 K检测机
构业务流程出发,运用价值链理论、流程管理理论以及组织结构理论系统地梳理、
诊断以及优化 K检测机构现有业务流程,帮助 K检测机构提升核心竞争力和增值
能力。
首先,采用问卷调查法寻找企业业务流程中产生的主要问题,进而利用鱼骨图
分析法和价值链剖析其问题产生的原因;然后,根据其业务流程的重点问题,利用
绩效-重要性矩阵模型确定出关键业务流程为产品检测流程、检测报告质量控制流程
和采购流程,并运用动作时间分析法和 ABC增值技术分析、诊断关键流程,进而利
用 ESIA分析法进一步优化、重构了 K检测机构关键业务流程,同时也对组织结构
进行了进一步优化,调整了岗位职责,构建了流程型组织结构;最后,为流程优化
后的实施提出了保障措施。

ABSTRACT
With China's quality strategy, food safety strategy, health China planning and other
major decisions, the people's demand for quality of life to further improve the demand for
inspection and testing further release of society, the inspection and testing industry is
facing new and broad prospects for development. However, due to the low starting point
and late start, the overall level of domestic market-based inspection agency operations is
low, there is a gap between the efficient mode of operation, there is still more room for
development and upgrading, at the same time. With the intensification of competition in
the industry, the increasing demand for customized inspection and testing of enterprises,
testing organizations in the pursuit of efficient development, facing low standards, lax
quality control, weak competitiveness and other issues. The face of the new development
situation and requirements, how to highlight the value-oriented, comprehensive
enhancement of enterprise processes, efficient and intensive level, to further enhance the
enterprise value creation capacity, to create core competitive advantage, has become an
inevitable choice for the development of the current inspection and testing enterprises.
K Testing Institute is a third-party organization engaged in product testing and
certification, and its business scope covers product quality and safety testing and
certification in consumer electronics, rail transportation products, avionics and other fields.
As its business continues to grow, K Testing faces problems such as long testing cycles,
low testing efficiency, and difficulties in departmental collaboration. Based on the above
background, this thesis selects a market-oriented inspection and testing organization such
as K testing organization as the subject of study, and from the business process of K testing
organization, uses value chain theory, process management theory and organizational
structure theory to systematically sort out, diagnose and optimize the existing business
process of K testing organization, so as to help K testing organization improve its core
competitiveness and value-added capability.
Firstly, we used the questionnaire survey method to find the main problems in the
business process, and then used the fishbone diagram analysis method and the value chain
to analyze the causes of the problems; then, according to the key problems of the business
process, we used the performance-importance matrix model to identify the key business
processes as the product testing process, the testing report quality control process and the
procurement process, and used the action time analysis method and the ABC value -added
technique to analyze and diagnose the key processes. The key processes were analyzed
