随着社会的进步与发展,项目管理概念逐步深入到各个行业和领域。甚至日
常生活也运用到项目管理相关工具与方法进行统筹规划。伴随多项目管理模式应
用的常态化,多项目之间的资源配置问题也成为目前研究的热点与难点。如何通
过实施多项目资源优化配置方案,并建立行之有效的多项目资源优化配置方法及
模型,以此实现企业在资源约束条件下达成项目既定目标成为目前存在的迫切管
理需求。
本文研究的对象是 H公司研发部门的多项目资源优化配置问题。首先,通
过梳理分析国内外有关多项资源配置的研究成果,确定 H公司所处相关行业对
多项目资源冲突的研究思路,以解决 H公司研发部门内存在的问题。其次,通
过关于多项目管理、资源配置和相关方法的理论概述,为本文的研究奠定了理论
依据;并对 H公司目前研发部门在多个项目管理方面,以及资源配置现状及问
题进行了深入分析,明确了本文的研究方向,凸显出解决该问题的必要性和紧迫
性。再次,结合企业相关战略、项目特征等因素,从财务、客户、内部流程和学
习增长四个方面,构建了多项目的优先级评价系统;采用层次分析方法建立多项
目的优先级评价模型;在此基础上,对 H公司的三个项目实例进行评估,并得
出项目的优先级排序。
最后采用关键链方法,同实际项目相结合,对公司整体资源进行优化配置以
及解决资源冲突问题。通过对方案成果进行分析,有效验证了本文构建的多项目
资源优化配置模型,以及在多项目管理方面的可行性。研究结果解决了实际生产
过程中存在的问题,对资源进行合理配置,有效缓解了企业资源紧张问题,在保
障项目质量的前提下保证项目在计划周期内完成。借此也为其他企业在多项目管
理方面提供一定借鉴和帮助。

Abstract
Abstract
The social progress and developments have helped the concept of project
management to be adopted across the various industries and fields. Even the daily life
also applies to the project management related tools and methods for overall planning.
Along with the normalization of multi-project management mode, the problem of
resource allocation among multi-projects has become a hot and difficult research issue.
How to implement a multi-project resource optimization plan and establish an
effective multi-project resource optimization method and model, so as to achieve the
project goals under the resource constraints of the enterprise has become an urgent
management needs.
This thesis takes the problem of optimal allocation of multi-project resources in
the R&D department of company H as the research object. Firstly, the research results
on multi-project resource allocation at home and abroad were reviewed and analyzed
to determine the research ideas to solve the multi-project resource conflict problem
for the relevant industry in which the R&D department of Company H is located.
Secondly, this thesis develops on the basis of the theoretical reviews on multi-project
management, resource allocation models and methods. It sets a clear research goal
and critically analyzes the issues of multi-project management and resource allocation
identified in the R&D sector of the company H. This raises the importance and
urgency of addressing the issues. Thirdly, this research designs the evaluation system
of priorities to various projects, considers the strategies and features of the projects
and reflects the dimensions of financial management, customers, internal procedures
and learning and growth; the multi-project priority evaluation model is established by
using hierarchical analysis; and the priority evaluation is carried out and the project
priority ranking is obtained for three project examples of Company H.
Finally, the critical chain approach is used to combine with actual projects to
optimize the overall resource allocation of the company and to solve the resource
conflict problem. Through the analysis of the results, the feasibility of the
multi-project resource allocation model constructed in this thesis is effectively
verified in the multi-project management. The results of the study solve the problems
of the company in the actual production process. Reasonable allocation of resources
effectively alleviates the problem of enterprise resource shortage and ensures the
completion of the project in the planning cycle on the premise of ensuring the quality
