数字化转型背景下山西制造业高质量发展水平测度研究
摘要
新工业革命时代，全球制造业格局面临重大调整，世界各国纷纷制定新的产业发
展规划以应对挑战。2020年，随着新冠疫情在全球的蔓延，各国实体经济发展普遍受
阻，进一步增强了部分国家的制造业回流意愿，加剧了竞争态势。我国为抓住新一轮
工业革命的机遇，也出台了《中国制造2025》、《智能制造发展规划》等政策措施。
进入新时代，我国经济进入高质量发展阶段，制造业高质量发展关系着经济高质
量发展全局，具有重要的战略地位。此外，数字经济方兴未艾，为制造业转型升级提
供了强大驱动力。十四五规划中也明确提出了要促进制造业数字化转型。为此，山西
省出台了《山西省推动制造业高质量发展行动方案》等以促进制造业高质量发展。
基于以上背景，本研究主要通过构建指标体系、实证研究等方式，最终提出促进
山西省制造业高质量发展水平的政策建议。主要研究内容包括：（1）通过分析山西制
造业发展相关指标、梳理制造业发展政策等方式剖析山西制造业发展现状。（ 2）基于
数字化转型背景构建制造业高质量发展水平指标体系，并采用 CRITIC-熵权组合权重与
TOPSIS结合的模型，从省级层面和地市层面进行测度分析，更加精准掌握现状，这也
是本文的第一个创新点。（3）通过面板向量自回归、普通面板回归和面板门槛回归组
合模型，深入研究数字经济、产业融合对制造业高质量发展的影响机理，为山西提出
推动制造业高质量发展的政策建议提供参考，这是本文的第二个创新点。
通过以上分析发现：（1）山西制造业高质量发展水平较弱且地市间水平差距大。
（2）山西制造业在数字程度和创新能力方面表现欠佳。（3）山西制造业高质量发展要
重视绿色发展的重要性。（4）产业融合可显著促进制造业高质量发展，数字经济通过
促进生产性服务业与制造业融合发展间接影响制造业高质量发展。（ 5）政府在推动制
造业高质量发展中发挥重要的引领规范作用。

Abstract
In the era of the new industrial revolution, the global manufacturing landscape is facing
major adjustments, and countries around the world have formulated new industrial development
plans to meet the challenges. In 2020, with the global spread of the new crown epidemic, the
development of the real economy in various countries is generally hindered, which further
strengthens the willingness of some countries to return to the manufacturing industry and
intensifies the competitive situation. In order to seize the opportunity, China has also made
policies and measures such as "Made in China 2025" and "Intelligent Manufacturing
Development Plan."
Entering the new era, Chinese economy has entered a stage of high-quality development.
The high-quality development of the manufacturing is a key step for high-quality economic
development and has an important strategic position. In addition, the digital economy is in the
ascendant, providing a strong driving force for the transformation and upgrading of the
manufacturing industry. The 14th Five-Year Plan also clearly stated that the digital
transformation of the manufacturing industry should be promoted. To this end, Shanxi Province
has issued the "Shanxi Province Action Plan for Promoting High-Quality Development of the
Manufacturing Industry" to promote the high-quality development of the manufacturing
industry.
Based on the above background, this research finally makes relevant policy
recommendations to promote the high-quality development of Shanxi Province's manufacturing
industry through current research, construction of indicator systems, and empirical research.
