当今时代,快速发展的中国蕴含着巨大的潜力,大量的企业开始崛起,引领企业管
理理念、管理思想、管理模式的创新和应用。人力资源管理最近 20年在我国快速发展
和完善,各企业对于人力资源管理也有更深入的认知和理解。人力资源管理不仅仅是事
务性工作的处理,而需要和企业经营、战略规划相结合。有效利用互联网技术,是当前
企业管理模式的发展趋势。
20世纪 80年代,福特汽车公司在欧洲建立财务共享服务中心,大幅提升财务管理
工作的有效性,共享服务作为企业管理的重大创新,也逐渐延伸到人力资源管理领域。
企业将人力资源事务性工作集中起来,交由共享服务中心统一进行处理,人力资源部门
则将精力集中于支持业务和战略的发展。共享服务中心可以帮助企业实现高效、集约化
的人力资源管理,这一新模式受到青睐并得到广泛的推行和实践。
本文选取的研究对象 A集团,是国内乳制品行业的龙头,最近几年发展迅速,业务
范围遍及全国。通过理论分析,问卷调查、实地调研的方式,分析人力资源管理工作存
在的问题,优化人力资源共享服务模式。组织机构方面,建立由集团共享牵头管理的集
团-大区-本地三级共享服务中心的架构体系,实现对各个基层业务单位的全覆盖,按照
地域对各基层业务单位人力资源管理的事务性工作统一处理;业务范围方面,不仅仅局
限于薪酬板块,将依据各个基层业务单位和人力资源管理的需求,将更多的板块纳入共
享服务中心的业务范畴内。共享服务中心是人力资源管理模式的重大创新,是企业实现
标准化、专业化、信息化、集约化管理目标的重要方式,提高整体管理效率。
本文的研究,希望可以为集团型、多地域经营的企业进行人力资源转型提供参考和
借鉴。但是,人力资源共享服务并不是单一的路径,共享服务的具体实施有不同的模式
可以选择,需要在管理实践中不断地进行调整、创新和适应,以支持公司的战略发展为
最终目标。

ABSTRACT
Nowadays, China has great potential with rapid development. A large number of enterprises
began to rise, leading the innovation and application of enterprise management concept,
management thought and management mode. With the development and improvement of
Human Resource Management in China in recent 20 years, enterprises have a deeper
understanding of Human Resource Management. Human Resource Management is not only
the handling of clerical work, but also needs to be combined with enterprise operation and
strategic planning. The effective use of Internet technology is the development trend of
enterprise management mode.
In the 1980s, Ford Motor Company established a financial shared service center in Europe,
which greatly improved the effectiveness of financial management. As a major innovation of
enterprise management, Shared Service has gradually extended to the field of Human
Resource Management. By centralizing human resource affairs into a shared service center,
the HR department can focus on supporting business and strategic development. The Human
Resource Shared Service Center can help enterprises realize efficient and intensive
management. This new model is favored and widely implemented and practiced.
A Group, the research object selected in this paper, is a leading enterprise in the domestic
dairy industry. In recent years, it has developed rapidly and its business scope covers the
whole country. By analyzing the problems existing in A Group's human resource management,
the human resource sharing service mode is optimized. Through theoretical analysis,
questionnaire survey and interview, this paper analyzes the existing problems of Human
Resource Management in A Group and optimizes the human resource sharing service mode.
In terms of organizational structure, it establishes a three-level shared service center structure
system of group, region and local under the leadership of group sharing, so as to achieve full
coverage of all grass-roots business units. A Group uniformly handles the clerical work of
human resource management of each grass-roots business unit according to the region. In
terms of business scope, it is not limited to the compensation sector. According to the needs of
each grass-roots business unit and human resource management, more sectors will be
included in the business scope of the Shared Service Center. Shared Service Center is a major
innovation of human resource management mode, and is an important way for enterprises to
