乡镇政府是我国政府的重要组成部分,上级的各项政策都会由乡镇政府落实操作, “上面千条线,下面一根针”,着重强调了乡镇政府是中国政府系统中不可缺少的一 部分,是具体操作落实各项政策的基层政府。考虑到经济发展水平、社会民主建设以 及环境治理等数据指标,唐山市丰润区泉河头镇与京津冀地区的其他乡镇有着类似的 治理问题和制度问题,可以说是具有代表性和典型性的基层政府。如何提高乡镇公务 员队伍的建设水平,从而提升服务群众的能力和执政水平,是新时代乡镇公务员建设 面临的重要问题。 本文依据了双因素理论、期望理论以及人力资本理论等,结合自己MBA的学习, 运用了问卷调查法和访谈法,对唐山市丰润区泉河头镇公务员队伍建设的现状进行了 分析,发现了唐山市丰润区泉河头镇公务员队伍思想作风建设有待加强、队伍结构不 合理、教育培训体系不系统、考核评价制度不健全以及激励措施不到位等问题。针对 以上问题,提出了树立新时代基层公务员核心价值理念、优化公务员队伍配置、健全 公务员培训体系、完善考核评价制度以及强化激励措施等具体的对策建议,以期为其 他乡镇公务员建设提供参考。 关键词:唐山市;乡镇;公务员;队伍建设 II Abstract Township government is an important part of the government of our country, the higher level of the various policies will be implemented by the township government operation, "above a thousand lines, below a needle", stressed that the township government is an indispensable part of the Chinese government system, is the specific operation of the implementation of the policies of the grass-roots government. Taking into account such data indicators as the level of economic development, social democratic construction and environmental governance,Quanhetou town and other towns in the Beijing-Tianjin-Hebei region have similar governance problems and system problems. How to improve the construction level of township civil servants, so as to improve the ability to serve the masses and the level of governance, is an important issue facing the construction of township civil servants in the new era. Based on the two-factor theory, expectation theory and human capital theory, combined with their own MBA study, using questionnaire survey and interview method, this paper analyzes the current situation of civil service construction in Quanhetou Town, Fengrun District, Tangshan City, and finds out the concept of existence of civil service construction in Quanhetou Town, Fengrun District, Tangshan City. There are some problems such as the construction of the ideological style of the civil servants needs to be strengthened, the structure of the civil servants is unreasonable, the education training system is not systematic, the evaluation system is not perfect and the incentive measures are not in place. Aiming at the above problems, this paper puts forward some concrete countermeasures and suggestions, such as setting up the core value concept of grass-roots civil servants in the new era, optimizing the allocation of civil servants, improving the training system for civil servants, perfecting the assessment and evaluation system and strengthening the incentive measures and other specific countermeasures and suggestions, in order to provide a reference for the construction of civil servants in other towns.
