随着电力体制改革的日益深入,市场竞争日趋激烈,国家电网公司要适应新 时代、新发展要求,创新管理方式的迫切需求日益凸显。精益管理是一种已被多 个行业及现代企业应用并产生明显效益的管理方式,但将其与电力行业特别是检 修系统相结合的研究较少。研究精益管理在电力行业中具体公司的运用,对于帮 助电网公司深化改革、提升公司效益,具有重要的指导意义和应用价值。 LD检修公司作为国网公司下属三级公司,近年来紧密围绕国网公司、省公司 中心工作,将精益思想、方法、组织、流程、目标等与企业管理各个方面深入融 合,构建有序精益管理体系,以期加强公司内部管理,提升管理质效,解决公司 存在的问题。虽然取得一定成效,但是通过横向纵向对标比较,公司在精益管理 实施推进过程中,仍然存在人力资源配置错位、物资到货效率较低、与地方政府 沟通存在真空、项目评价水平不高等诸多问题和阻碍。 本文基于以上背景,对LD检修公司精益管理策划施行过程进行描述,并对精 益管理进行综合应用分析,摸清LD检修公司精益管理存在的短板和问题,针对存 在的问题,通过前期准备、启动实施、提升完善、扩展推广四方面对存在的问题 进行优化,提供解决方案,同时为保障精益管理在公司有效落地,提出精益管理 体系保障措施,以期适应国家电网有限公司新时代发展需求,把握企业管理目标、 规范企业运作、细化管理单元,达到提升运营效率和效益的目的,同时为行业科 学健康发展提供有益借鉴。 关键词:国家电网有限公司;精益管理;改善提升;管理体系 沈阳理工大学硕士学位论文 Abstract Withthedeepeningofthepowersystemreformandtheincreasinglyfiercemarket competition,theStateGridCorporationofChinamustadapttotheneweraandnew developmentrequirementssothattheinnovativemanagementmethodsareurgently needed.Leanmanagementisamanagementmethodthathasbeenappliedtomany industriesandmodernenterprisesandhasbroughtsignificantbenefits.However,there islessresearchoncombiningleanmanagementinthepowerindustry,especiallyinthe maintenancesystem.Studyingtheapplicationofleanmanagementinspecific companiesofthepowerindustryhasimportantguidingsignificanceandapplication valueforhelpinggridcompaniestodeepenreformsandimprovetheefficiencyofthe company. Asathird-levelcompanyundertheStateGridCorporationofChina,LDmaintenance companyhasbeenworkingcloselyaroundthecenteroftheStateGridCorporationof Chinaandtheprovincialcompanyinrecentyears.Theleanideas,methods, organizations,processes,goals,andotheraspectsofcorporatemanagementaremerged inthecompanytobuildanorderlyleanmanagementsystem,aimingatstrengthening theinternalmanagement,improvingmanagementqualityandefficiency,andsolving problemsinthecompany.Althoughmakingsomeachievements,thecompany encountersmanyproblemsandobstaclesincludingmisplacedhumanresources,low goodsdeliveryefficiency,communicationvacuumwithlocalgovernments,lowproject evaluationandsoon,intheimplementationofleanmanagementthroughhorizontaland verticalbenchmark.
