IV 摘要 化工行业作为我国现代化建设发展的支柱产业之一,对经济发展具有巨大的 推动力。但由于化工项目的特殊性,对环境具有敏感性,因此化工企业在开展工 程项目建设过程中一直受到当地居民、业内专家以及政府相关职能部门的重要关 注,无形中也提高了化工项目的建设要求。通常,化工项目的工程规模较大、价 值高、技术要求复杂,考虑到项目建设阶段的质量和安全等因素,并为了保证后 续生产阶段的稳定性和连续性,化工项目关键和重要建设工作一般会采用EPC承 包模式,通过招标的方式选择具备相应资质和业绩的承包方完成建设。因此,在 化工项目招投标活动过程中,运用合理和科学的评标方法,选择出相对符合化工 项目建设要求的EPC承包方是具有重要研究意义的。 本文在总结国内外研究现状的基础上,对工程项目评标方法的应用范围和特 点进行了分析,结合化工项目特征以及行业常规做法,梳理总结得出综合评分法 和EPC在化工项目招投标活动中应用的广泛性和重要性。基于上述理论和特点分 析,确定化工EPC项目综合评分法模型建立原则和设计思路。通过对化工项目的 调研,考虑到工程项目安全、质量、进度、费用四大控制要素,以及化工项目建 设的政策、环境等特殊要求或条件,采取德尔菲法确定了技术、资信、业绩以及 商务4个一级指标和14个二级指标,采用层次分析法和群决策法相结合的原则计 算指标权重,并根据化工EPC项目特点确定各评价指标的评价标准,构建化工EPC 项目综合评分法模型。 X集团公司工业气体岛项目建立在H经济技术开发区,地处中国-东盟自由贸 易区、泛珠三角合作区、西南经济合作区交汇处,承接国家西部大开发、推动北 部湾经济区等多项发展战略。该项目以生产192万吨/年甲醇,20万吨/年乙二醇、 50万吨/年醋酸为建设目标,并配套建设24万Nm3/h生产能力的空分装置为粉煤 气化装置供应原料氧气,以及建设满足生产运营需要的辅助装置和公用工程。本 文以该项目EPC招投标活动为例,验证本文所建立的化工EPC项目综合评分法模 型的可行性、合理性和有效性。 通过以上研究发现,由于化工EPC项目具有目的性强、技术复杂和价值高等 特点,采用层次分析法建立综合评分法指标体系具有很强的应用性。未来论文还 北京交通大学硕士专业学位论文 摘要 V 需要优化对定性指标进行量化的方法,逐步完善和建立工程项目各类评标方法指 标体系。 关键词:化工项目;评标方法;综合评分法;层次分析法。 北京交通大学硕士专业学位论文 ABSTRACT VI ABSTRACT As one of the pillar industries of China's modernization, the chemical industry has a huge driving force for economic development. However, due to the particularity of chemical projects, it is sensitive to the environment. Therefore, chemical enterprises have always received important attention from local residents, industry experts, and relevant government departments during the construction of engineering projects, and have virtually raised the construction requirements of chemical projects. In general, chemical projects have large scale, high value, complex technical requirements, and take into account factors such as the quality and safety of the construction phase of the project, and in order to ensure the stability and continuity of the subsequent production phase, The key and important construction work of chemical projects generally adopts the EPC contract model, and the contractors with corresponding qualifications and performance are selected to complete the construction through bidding. Therefore, in the process of bidding for chemical projects, it is of great significance to select EPC contractors that meet the construction requirements of chemical projects by using reasonable and scientific evaluation methods. On the basis of summarizing the research status at home and abroad, this paper analyzes the application scope and characteristics of project evaluation method, combining the characteristics of chemical project and the general practice of industry. The paper summarizes the extensiveness and importance of the comprehensive scoring method and EPC in the bidding activities of chemical projects. Based on the above theories and characteristics analysis, the establishment principle and design idea of the comprehensive scoring method for chemical EPC project are determined.
