人力资源是企业赖以生存和发展的基础,许多企业都对人力资源管理非常重 视。随着科技飞速发展与经济全球化的趋势,我国出现越来越多科技型企业,这 些企业市场竞争压力也越来越大,优秀的人才更是成为企业争抢的对象。习近平 总书记指出:“要用好人才,重点是科技人员,数量庞大的科研人员是创新的主 力军。”因此,如何吸引并留住更加优秀的人才,特别是科技人才,对科技型公 司尤为重要。如何能够使人力资源利用得到最大化,如何将人力资源管理与企业 战略相结合,是现代科技型企业需要思考的问题之一。 龙瞻公司是一家集数据、语音、视频、应用软件开发、硬件采购、网站开发 及IT外包服务为一体的系统集成服务商。作为一家科技型小微企业,龙瞻公司 目前面临着较为严重的人力资源问题:人力资源管理缺乏规划性和与时俱进,对 战略人力资源管理认识不足;招聘渠道单一,同时对于培训的内容与公司的现状 的把握还有待加强;在薪酬与绩效方面,问题更为严重,绩效考核体系不完善, 薪酬体系有待健全,晋升制度有待加强,导致大量人才流失。因此,龙瞻公司亟 需制定一套行之有效的人力资源管理方案。 本文以此为背景开展了对龙瞻公司战略性人力资源管理的相关研究。基于对 战略性人力资源管理概念与相关理论的梳理和探讨,结合龙瞻公司人力资源管理 的现状,找出目前问题存在的原因,并通过内外环境分析方法明确了龙瞻公司今 后的发展战略,在此发展战略的基础上为其改进招聘机制、培训机制和绩效与薪 酬机制提出了方案设计与具体操作建议。龙瞻公司战略人力资源管理方案需要遵 循协调性、变化性和以人为本的原则;在招聘机制方面明确招聘需求,制定规范 招聘机制;在培训制度方面优化培训课程与培训评估;在绩效评估方面通过二次 调查进行绩效管理的完善;在薪酬制度方面进行基本工资合理化改革、人性化福 利制度、个性化激励措施以及中长期激励制度。 关键词:战略性人力资源管理;科技型企业;SWOT分析;方案设计 III Abstract Humanresourcesarethefoundationforenterprisestosurviveanddevelop. Manyenterprisesattachgreatimportancetohumanresourcemanagement.Withthe rapiddevelopmentofscienceandtechnologyandthetrendofeconomicglobalization, moreandmoretechnology-basedenterpriseshaveemergedinChina.These enterprisesarealsofacingmoreandmorecompetitivepressuresinthemarket. Excellenttalentshavebecomethetargetofenterprises.GeneralSecretaryXiJinping pointedout:“Tousetalents,thefocusisonscienceandtechnologypersonnel,anda largenumberofscientificresearchersarethemainforceofinnovation.”Therefore, howtoattractandretainmoreoutstandingtalents,especiallyscienceandtechnology talents,isparticularlyimportantfortechnology-basedcompanies.Howtomaximize theutilizationofhumanresourcesandhowtocombinehumanresourcemanagement withcorporatestrategyaretheimportantissuesthatmoderntechnologycompanies needtothinkabout. Longzhanisasystemintegrationserviceproviderintegratingdata,voice,video, applicationsoftwaredevelopment,hardwareprocurement,websitedevelopmentand IToutsourcingservices.Asatechnology-basedsmallandmicroenterprise,Longzhan currentlyfacesserioushumanresourceproblems:humanresourcemanagementlacks planningandcorrectunderstandingofstrategichumanresourcemanagement,single recruitmentchannelandthegraspofthecontentoftrainingandthecurrentsituation ofthecompanystillneedstobestrengthened.Theproblemsinpayandperformance aremoreserious.Theperformanceappraisalsystemisimperfect,theremuneration systemneedstobeimproved,andthepromotionsystemneedstobestrengthened. Therefore,LongjingCompanyurgentlyneedstodevelopaneffectivehumanresource managementplan. Basedonthisbackground,thispaperhascarriedoutresearchonthestrategic humanresourcemanagementofLongzhanCompany.Basedonthecombingand IV discussionoftheconceptofstrategichumanresourcemanagementandrelated theories,thispapercombinesthecurrentsituationofhumanresourcesmanagementof LongzhanCompanytofindoutthereasonsforthecurrentproblems,andclarifiesthe futuredevelopmentstrategyofLongzhanthroughinternalandexternalenvironmental analysismethods.Onthebasisofthisdevelopmentstrategy,itproposesprogram designandspecificoperationalrecommendationsforimprovingtherecruitment mechanism,trainingmechanismandperformanceandcompensationmechanism.The resultsshowthatLongzhan'sstrategichumanresourcesmanagementplanneedsto followtheprinciplesofcoordination,variabilityandpeople-oriented;identify recruitmentneedsintherecruitmentmechanismanddevelopastandardized recruitmentmechanism;andoptimizetrainingcoursesandtrainingassessmentsinthe trainingsystem;andimproveperformancemanagementthroughsecondarysurveysin performanceevaluation;andinthesalarysystem,Longzhan'sstrategichuman resourcesmanagementplanalsoneedstocarryoutbasicwagerationalizationreform, humanizedwelfaresystem,individualizedincentivemeasures,andmedium-termand long-termincentivesystems.
