在产业转型升级、信息共享以及竞争压力等相互作用下，依靠供需双方直接联系 实现技术转移的难度越来越大，协同创新逐渐成为实现技术转移参与者利益最大化的 重要途径。而生产性服务业集聚发展不仅为技术转移营造了更加完善的技术转化环 境，还为创新要素资源在多主体间的流动创造了条件，推动并实现协同创新。已有研 究表明了生产性服务业集聚对技术转移有积极影响，但关于生产性服务业集聚如何影 响技术转移以及怎样强化生产性服务业集聚与技术转移关系的研究还相对不足。因 此，本文聚焦于生产性服务业集聚对技术转移的影响，从协同视角探讨协同创新在两 者之间所起的作用，并关注了外部因素环境规制对三者关系的影响。 本文基于SCP理论、产业集聚理论和协同创新理论，构建了一个有调节的中介效 应模型。以我国2002-2015年的省域数据为样本，采用多元回归分析对生产性服务业 集聚影响技术转移的机制进行了研究。实证研究结果显示：生产性服务业集聚对技术 转移有显著的正向影响；协同创新在生产性服务业集聚和技术转移之间起到了中介作 用；环境规制在协同创新和技术转移的关系中起到了正向调节作用；环境规制正向调 节着协同创新对生产性服务业集聚与技术转移关系的中介效应。 本文的研究结论如下：生产性服务业集聚能够促进技术转移，且协同创新是生产 性服务业集聚影响技术转移的重要路径，该路径会受到环境规制的影响。该研究丰富 了生产性服务业集聚与技术转移关系研究的理论视角，为生产性服务业集聚促进技术 转移的实践应用提供了理论参考。 关键词：生产性服务业集聚；技术转移；协同创新；环境规制 III Abstract Under the interaction of industrial transformation and upgrading, information sharing and competitive pressure, it is more and more difficult to rely on the direct contact between supply and demand to realize technology transfer. Collaborative innovation has gradually become an important way to maximize the benefits of technology transfer participants. The development of productive service industry not only creates a more perfect technology transformation environment for technology transfer, but also creates conditions for the flow of innovative factor resources among multiple entities, and promotes and realizes collaborative innovation. Studies have shown that the agglomeration of producer services has a positive impact on technology transfer, but research on how the agglomeration of producer services affects technology transfer and how to strengthen the relationship between agglomeration of production services and technology transfer is still relatively insufficient. Therefore, this paper focuses on the impact of agglomeration of productive services on technology transfer, explores the role of collaborative innovation in the collaborative perspective, and pays attention to the impact of external institutional environmental regulation on the relationship between the three. Based on SCP theory, industrial agglomeration theory and collaborative innovation theory, this paper constructs a regulated mediation effect model. Taking the provincial data of China from 2002 to 2015 as a sample, the multiple regression analysis was used to study the mechanism of the impact of production service industry agglomeration on technology transfer. The empirical research results show that the agglomeration of productive service industry has a significant positive impact on technology transfer; collaborative innovation plays a mediating role in the agglomeration of productive service industry and technology transfer; environmental regulation plays a positive role in the relationship between collaborative innovation and technology transfer; environmental regulation positively regulates the mediating effect of collaborative innovation on the relationship between producer service industry agglomeration and technology transfer. The conclusions of this paper are as follows: The agglomeration of productive service industry can promote technology transfer, and collaborative innovation is an important path IV for the agglomeration of productive service industry to affect technology transfer, which will be affected by environmental regulation. This research enriches the theoretical perspective of the research on the relationship between agglomeration and technology transfer in the production service industry, and provides a theoretical reference for the practical application of the agglomeration of production service industry to promote technology transfer.
