证件管理是政府机关实现社会管理与便民服务的重要手段,也是构建“以人民为中 心”的服务型政府,深化“放管服”改革,强化政府的公共服务职能和服务效率协同发展 的迫切要求。HOTE公司是一家专注于证件管理服务行业的高新技术企业,公司依靠 “一 种可擦写证件卡”技术专长,取得了居住证和港澳通行证制证系统设备的行业先行优势。 但是面对未来激烈的市场竞争,公司发展既面临难得发展机会,也面临巨大挑战。 本文在系统分析HOTE公司发展政治、经济、社会、科技,以及行业市场竞争等外 部环境要素基础上,从组织管理与经营、人力资源、财务、技术与核心专长,以及市场 营销等方面,对HOTE公司资源、能力及核心专长进行了深入剖析;运用SWOT分析 框架,总结提出了公司未来发展战略目标、指导思想和战略选择;针对制约企业发展不 利因素和短板,论文从企业文化、经营管理模式、创新研发体系、质量精品战略、薪酬 考核体系、市场服务支撑机制这六个层面,对HOTE公司战略实施的保障条件和对策措 施进行探讨。 研究分析表明,国家政策支持为行业发展带来难得机遇,信息网络技术和人工智能 技术的发展也为行业发展打开了新的空间。面向未来, HOTE公司需扬长避短,紧紧 围绕“制证现场化、办证社区化”两大发展方向,依靠产品与服务领先,通过差异化市场 发展,来推动公司快速成长。实现这一战略目标,需要公司在企业文化引领,经营管理 模式创新,创新能力建设,精品质量,以及市场发展与服务支撑机制等方面推进一系列 创新改革。 关键词:发展战略,互联网+,创新管理 II Abstract Certificates management is an important means for government agencies to realize social management and convenient services. It is also an urgent need to build a "people-centered" service-oriented government, deepen the reform of "distribution management", and strengthen the coordinated development of government's public service functions and service efficiency . HOTE is a high-tech enterprise specializing in the certificates management service industry. The company relies on the technical expertise of “a rewritable ID card” and has obtained the industry first advantage of residence permit and Hong Kong and Macau passport certification system equipment. However, in the face of fierce market competition in the future, the company's development faces both rare opportunities for development and huge challenges. This paper systematically analyzes HOTE's development of political, economic, social, technological, and industrial market competition and other external environmental factors, from organizational management, human resources, finance, technology and core expertise, and marketing, etc. The company's resources, capabilities and core expertise were thoroughly analyzed. The SWOT analysis framework was used to summarize and propose the company's future development strategy goals, guiding ideology and strategic choices. In order to restrict the unfavorable factors and shortcomings of enterprise development, the papers were from corporate culture and management mode. The six aspects of the innovative corporate culture,management mode,R&D system, quality strategy, salary assessment system and market service support mechanism are discussed in terms of the guarantee conditions and countermeasures of HOTE's strategic implementation. Research and analysis show that national policy support brings rare opportunities for industry development, and the development of information network technology and artificial intelligence technology has opened up new space for industry development. Facing the future, HOTE needs to develop its strengths and avoid weaknesses, closely focus on the two development directions of “certification on-site and accreditation community”, relying on product and service leadership, and promoting the rapid growth of the company through differentiated market development. To achieve this strategic goal, the company needs to promote a series of innovative reforms in terms of corporate culture leadership, business management model innovation, innovation capacity building, control quality, and market development and service support mechanisms.
