为贯彻落实监狱企业禁止从事高危行业的政策要求,山东省监狱煤矿企业全 面退出煤炭开采行业,转型为轻工业制造。在新型体制转变过程中,监狱企业在 生产环境、生产规范、市场需求、现场管理等方面发生了较大的变化,企业在改 革、发展过程中遇到了困难,经济效益出现了明显下滑。论文以山东省L监狱企 业为研究对象,探索在新的生产环境下,监狱企业如何整合资源,调整结构,高 起点发展劳务加工业务,以达到构建科学的劳动改造运行体系、保障罪犯合法利 益、明确监狱企业市场定位的目的。 论文通过收集和查阅监狱企业相关的文献资料、了解监狱企业的特性,对山 东省L监狱企业的生产和劳务加工现状进行调查,指出企业目前存在发展观念陈 旧、人员激励措施不足、劳务加工项目低端等问题。论文运用PEST分析模型对L 监狱企业战略转型所处的宏观环境,运用SWOT分析模型对L监狱企业进行战略转 型的优势、劣势、机会和威胁,以及对L监狱企业的核心竞争力进行全面细致的 分析,对适合监狱企业的劳务加工业务进行了研究探索,为企业制定转型发展战 略提供理论依据。论文明确指出L监狱企业发展服装加工的优势,确立了监狱企 业劳务加工业务未来的发展方向。论文在借鉴江苏某监狱企业成功转型升级经验 的基础上,结合L监狱企业实际,从经营战略、人才战略以及技术创新战略这三 个方面为L监狱企业的转型升级提出了具体方案,并制定了包括生产经营体系、 人才保障、品牌建立等方面的配套措施,以确保L监狱企业转型目标顺利完成。 关键词:监狱企业;劳务加工业务;转型升级;企业发展战略 西安建筑科技大学硕士学位论文 StudyonthestrategictransformationofLprisonenterprisesin ShandongProvince Specialty:BusinessAdministration Name:XiaYongcheng Instructor:JinQingmei ABSTRACT Inordertoimplementthepolicythatprisonenterprisesareforbiddentoengagein high-riskindustries,prisoncoalminingenterprisesinShandongprovincecompletely quitthecoalminingindustryandtransformedintolightindustrymanufacturing.Inthe processofthenewsystemtransformation,prisonenterpriseshavemadegreatchangesin theproductionenvironment,productionstandards,marketdemand,on-sitemanagement andotheraspects.Enterpriseshaveencountereddifficultiesintheprocessofreformand development,andtheireconomicbenefitshavedeclinedsignificantly.TakingLprison enterpriseofShandongProvinceastheresearchobject,thispaperexploreshowto integrateresources,adjuststructure,anddeveloplaborprocessingbusinessfromahigh startingpointunderthenewproductionenvironment,soastobuildascientificoperation systemoflabortransformation,protectthelegitimateinterestsofcriminals,andclarify themarketpositioningofprisonenterprises.
