大连市作为东北地区最早建立国资投融资平台公司的城市，投融资平台公司为大连 市国有企业转型发展提供了资金支持，同时也在国有资产运营、保值增值方面发挥了重 要作用。但随着2014年10月国发[2014]43号文以及2015年9月国发[2015]63号文等 一系列政府文件的出台，文件要求剥离其为政府融资的职能、不新增存量债务、并且明 确划分政府和企业的界限等一系列的限制，致使融资平台公司在当前面临着前所未有的 挑战。 G投资集团作为大连市国资委下设的投融资平台公司之一，经过近十年的发展，通 过投融资手段支持出资企业发展，提升国有资产运营效率，起到引领产业转型发展的作 用。但随着监管部门开始着力规范地方政府融资行为以控制债务规模，公司面临着债务 规模的不断扩张，债务风险和信用风险逐渐开始浮出水面，公司发展遭遇诸多困难，进 入了瓶颈期。企业如何适应新的变化，如何生存和发展，是企业管理者不得不面对的问 题。 本论文基于G投资集团的目前经营状况，运用PEST分析和SWOT分析等方法对 公司内外环境进行分析，肯定公司所取得的成就，同时着重指出公司在发展的道路上所 面临的企业核心竞争能力的重塑问题，分析并制定公司发展战略的方案，通过稳定现有 的资金渠道业务，开发新的业务品种，借助机遇开发新市场，从而确立G投资集团新的 竞争优势,使其做大做强。并为大连市国有地方融资平台公司的发展，提供了一定的参考 和借鉴意义。 关键词: 地方政府融资平台;核心竞争力;发展战略 - II - Research on Development Strategy of G Investment Group Abstract Dalian is the earliest city, which establish state-owned investment and financing Platform Company in the northeast of China, investment, and financing Platform Company plays an important role in the operation, preservation and appreciation of state-owned asset.
