国有企业是中国特色社会主义经济的中流砥柱,尤其在民生领域处于支配地 位,国有企业的绩效是国有资本效率的重要衡量指标。为了应对更为复杂的市场 竞争,实现企业高质量发展,国有企业须通过深化改革不断提升核心竞争力,绩 效管理是帮助企业提升核心竞争力最重要的手段之一,也是国有企业改革的重要 抓手。国有企业兼具盈利性和社会性的特点,这也决定了国有企业在进行绩效管 理时与其他企业存在很大的差别。目前来看,国有企业现行的传统绩效管理方式 存在很多不足,导致管理效果不佳。所以作为国有企业的管理者来说,如何提升 国有企业的绩效管理,如何将现代企业绩效管理工具应用于国有企业是亟需思考 的问题。 为此文章通过收集、整理、分析NG公司绩效管理资料,梳理NG公司绩效管 理脉络,从中发现问题,提出具有针对性的绩效管理优化解决方案,为NG公司 的绩效管理提供参考与借鉴。 本文共分为六个部分。第一部分是绪论;第二部分为相关绩效管理理论概述, 包含绩效管理五个流程和三种评估方法;第三部分首先介绍了公司的基本情况, 人员及岗位情况,面临的困难等,然后具体介绍了公司当前的绩效管理现状;第 四部分基于对公司员工进行的问卷调研和实地访谈,剖析了NG公司绩效管理存 在的问题及成因;第五部分提炼了本文的核心,即NG公司绩效管理体系的优化 措施;第六部分为结论与展望。 关键词:绩效管理;国有企业;管理体系;优化措施 II Abstract State-ownedcompaniesareplayingdominantrolesincriticalareaswithrespectto lifelinesofthenationaleconomy,andtheirperformancehasdirectlydeterminedthe efficiencyanddevelopmentofstate-ownedcapital.Duetothedrasticmarket competition,thestate-ownedcompanieshavedeepenedtheirreformandexpeditedtheir developmentinresponsetomorestimulatingandcomplexcompetition.Performance managementisoneofthemostimportantwaystohelpcompaniesenhancetheircore competitiveness.Thecharacteristicsofprofit-makingandsocialiteofstate-owned companiesdeterminethatthereisagreatdifferencebetweenstate-ownedcompanies andothercompaniesinperformancemanagement.Therearemanydeficienciesinthe traditionalperformancemanagementofstate-ownedcompanies,whichleadstopoor managementeffect.Therefore,forthemanagersofstate-ownedcompanies,howto improvetheperformancemanagementandapplymodernperformancemanagement toolstostate-ownedcompaniesareproblemsthatneedtobeurgentlyconsidered. Inthethesis,problemsarefoundthroughcollecting,sortingout,analyzingthe existingperformancemanagementdataandstructuresofNGCompany.BasedonNG Company’ssituation,thetargetedsolutionshavebeenprovidedinthethesisforNG Company'sreferenceonitsoptimizationofperformancemanagement. Thispaperisdividedintosixparts.Thefirstpartistheintroduction.Thesecond partisanoverviewofrelatedperformancemanagementtheories,includingfive processesandthreeevaluationmethods.Thethirdpartfirstintroducesthebasic situationofthecompany,personnelandpositions,thedifficultiesfaced,andthen introducesthecompany'scurrentperformancemanagementstatus.Thefourthpart analyzestheexistingproblemsandcausesofNGCompany'sperformancemanagement basedonthequestionnairesurveyandfieldinterviewsofthecompany'semployees.The fifthpartrefinesthecoreofthispaper,NGcompanyperformancemanagementsystem optimizationmeasures.Thesixthpartistheconclusionandprospect.
