在银行经营管理过程中,运营操作是基础环节、核心环节。其运营操作出现的各种 差池,都会给银行带来一些列损失或危机,这即是操作风险。操作风险是银行风险管理 的重中之重。随着银行业务的发展以及规模的扩大,银行面临的操作风险也越来越高, 商业银行因操作风险而遭受损失的事件屡见不鲜。如何化解银行操作风险仍是我国银行 管理的难点问题。本文基于国内外近年来的相关研究,对 MS 银行郑州分行操作风险管 理机制、影响因素、存在的问题以及优化策略进行了分析;其目的是在深入了解 MS 银 行郑州分行操作风险管理的所遇到的问题,运用相关理论和方法,提出解决问题的思路 和具体对策,从而推进 MS 银行郑州分行操作风险管理水平的提升。 首先,深入厘清风险管理、操作风险管理等相关概念、要点,对 MS 银行郑州分行 操作风险的管理现状和存在问题进行了分析。具体即借助所涉及的有关调查问卷,归纳 整理调查问卷,从中归纳 MS 银行郑州分行操作风险管理存在的问题,为银行运用对应 的方法,管理操作风险提供基础。再次,依据风险管理三大阶段,即风险识别、风险评 价以及风险控制,每个阶段采用相应的方法,共同作用,从风险源控制方面,采取有效 措施,真正降低了 MS 银行郑州分行操作风险。 本文主要研究:第一、归纳出 MS 银行郑州分行存在操作风险识别不全面、忽视对 风险的多方监控管理、部分业务流程过于复杂造成操作不准确等问题;第二、按照风险 管理流程,分阶段,运用不同的方法,有针对性解决 MS 银行郑州分行存在的问题。 研究建议:1.MS 银行郑州分行应该建设操作风险案例数据库,扎实做好损失数据 收集工作,完善损失数据收集信息系统,不断提高数据收集准确性、完整性和时效性, 争取尽早达到使用内部损失数据的标准。2.MS 银行郑州分行应该建立全面风险管理系 统,具体包括搭建事前和事中风险管理系统、建立操作风险管理的动态监控机制以及加 强信息系统建设等。3.MS 银行郑州分行应该优化业务流程,具体包括采取系统智能识 别录入的模式办理票据业务、对电子银行承兑汇票的签发程序进行改进以及使用指纹取 代自助机具钥匙等。本文提出的这些建议,对改进 MS 银行郑州分行操作风险的管理有 一定的帮助;希望对于其他商业银行操作风险的管理以及相似问题的解决具有一定的借 鉴作用。 关键词:操作风险 运营管理 风险管理II Abstract In the process of bank operation and management, operation is the basic and core link. The various differences in its operations will bring a series of losses or crises to the bank, which are operational risks. Operational risk is the top priority of bank risk management. With the development of banking business and the expansion of scale, the operational risks faced by banks are getting higher and higher. It is not uncommon for commercial banks to suffer losses due to operational risks. How to resolve bank operational risks is still a difficult issue in bank management in my country. Based on relevant domestic and foreign research in recent years, this paper analyzes the operational risk management mechanism, influencing factors, existing problems and optimization strategies of MS Bank Zhengzhou Branch; its purpose is to gain a deep understanding of the operational risk management of MS Bank Zhengzhou Branch. Using relevant theories and methods, put forward ideas and specific countermeasures to solve the problems, so as to promote the improvement of the operational risk management level of MS Bank Zhengzhou Branch. First of all, it clarified the related concepts and key points of risk management and operational risk management in depth, and analyzed the current status and existing problems of operational risk management of MS Bank Zhengzhou Branch. Specifically, with the help of the relevant questionnaires involved, the questionnaires are summarized and sorted out, from which the problems in the operational risk management of MS Bank Zhengzhou Branch are summarized, so as to provide a basis for the bank to use corresponding methods to manage operational risks. Thirdly, according to the three stages of risk management, namely risk identification, risk evaluation and risk control, each stage adopts corresponding methods and works together. Effective measures are taken from the risk source control aspect to truly reduce the operational risk of MS Bank Zhengzhou Branch. This article mainly studies: First, it is concluded that MS Bank Zhengzhou Branch has problems such as incomplete identification of operational risks, ignorance of multi-party monitoring and management of risks, and inaccurate operations caused by overly complex business processes; second, in accordance with the risk management process, divided into stages , Using different methods to solve the problems existing in MS Bank ZhengzhouIII Branch in a targeted manner. Research recommendations: 1. MS Bank Zhengzhou branch should build a database of operational risk cases, do a solid job of collecting loss data, improve the loss data collection information system, and continuously improve the accuracy, completeness and timeliness of data collection, and strive to achieve the use of internal losses as soon as possible Data standard. 2. MS Bank Zhengzhou Branch should establish a comprehensive risk management system, which specifically includes the establishment of a pre- and in-process risk management system, the establishment of a dynamic monitoring mechanism for operational risk management, and the strengthening of the construction of information systems. 3. MS Bank Zhengzhou Branch should optimize the business process, including the adoption of system intelligent identification and entry mode for bill business, the improvement of the issuance procedure of electronic bank acceptance bills, and the use of fingerprints to replace self-service machine keys. These suggestions put forward in this article are helpful to improve the management of operational risk of MS Bank Zhengzhou Branch; I hope that it can be used as a reference for the management of operational risk of other commercial banks and the solution of similar problems.
