员工培训是人力资源管理的核心要素,特别是在当前中国经济社会发展的大局 中,企业的发展受多种因素的影响,通过考虑企业发展中的诸多因素不难发现,人才 因素至关重要,人才与公司生存和未来可持续发展的核心力量直接相关。而为了保持 人才的长期留用并发挥出其最大效用,切实有效的培训是必不可少的,而这也正是当 前企业人力资源管理的核心要义。基于此,本文以中国移动WH分公司员工培训为 切入点,对现代通信企业员工培训问题进行一些分析和探讨,着重找出其中存在的问 题和不足,然后结合当前国内外员工培训的整体趋势和主流做法,提出一些具有针对 性的意见和建议。 本文在社会调查、案例分析等方法指导下,将学习型组织理论与人力资本发展理 论相结合,围绕中国移动WH分公司员工培训问题在当前环境下的发展现状进行了 分析发现,目前中国移动WH分公司对于员工培训工作较为重视,也进行了一些制 度安排,但在5G业务视域下,目前员工培训效果不尽满意,提升的空间也比较多, 突出体现为培训课程内容较单一、培训师资建设不到位、培训评估机制不完善、培训 管理制度不规范,宄其原因,主要体现在中国移动WH分公司公司领导管理层对员 工培训重视不够,培训需求和计划管理与员工联系不紧密,员工培训的可持续支持保 障能力建设还需要提升。 根据中国移动WH分公司员工培训的问题导向,以及企业人力资源战略规划和 5G业务发展方向,当前需要从制度、运行层面来构建员工培训流程制度,即加强员 工培训需求分析,科学制定员工培训计划,完善员工培训课程体系,构建培训讲师发 展模式,加强培训效果评估反馈,紧密结合移动业务发展来设计员工培训管理体系, 从而建立起行之有效的管理系统,并在员工培训的全过程中加以实施和有效控制。为 了更好地保证中国移动WH分公司员工培训的良好实效,中国移动WH分公司还需 要提升员工培训战略地位,将员工培训纳入绩效管理,推进员工培训学分制管理,通 过切实有效的员工培训体系建设,推进5G业务愿景下中国移动WH分公司员工培 训发展可持续。 关键词:通信企业;员工培训;改进对策;优化设计 I ABSTRACT Stafftrainingisacoreelementofhumanresourcemanagement.Especiallyinthe currentoverallsituationofChina'seconomicandsocialdevelopment,thedevelopmentof anenterpriseisaffectedbymanyfactors.Itisnotdifficulttofindthatthetalentfactoris importantbyconsideringmanyfactorsinthedevelopmentofanenterprise.Talentis directlyrelatedtothecorestrengthofthecompany'ssurvivalandfuturesustainable development.Inordertomaintainthelong-termretentionoftalentsandexerttheir maximumeffectiveness,effectiveandeffectivetrainingisessential,andthisisthecoreof thecurrenthumanresourcemanagementofenterprises.Basedonthis,thisarticletakes ChinaMobileWHbranchemployeetrainingasthestartingpoint,analyzesanddiscusses thetrainingissuesofemployeesinmoderncommunicationscompanies,focuseson identifyingtheexistingproblemsanddeficiencies,andthencombinesthecurrentoverall trendsandMainstreamapproach,putforwardsometargetedcommentsandsuggestions. Insufficientteacherconstruction,imperfecttrainingevaluationmechanism,and non-standardizedtrainingmanagementsystemaremainlyreflectedintheinsufficient attentiongivenbytheleadershipandmanagementofChinaMobileWHBranchCompany toemployeetraining,andthelackofcloseconnectionbetweentrainingneedsandprogram managementandemployees.Capacitybuildingforsustainablesupportofemployee trainingneedstobeimproved.
