《辽宁沿海经济带发展规划》上升为国家战略,体现了党中央、国务院对辽宁及东 北地区经济发展所寄予的厚望和支持。大连作为东北亚地区的重要口岸城市,只有在新 一轮大开放中抢抓机遇,为做大城市发展空间创造机遇,为全面开放创造机遇,为大连 东北亚国际航运中心功能的提升创造机遇。大连市国民经济和社会发展第十一个五年规 划中明确指出:要在统一规划的指导下,加快城市基础设施建设,全面提升城市化水平。 “加快南三区向城区转型,增强城市服务功能”。南三区包括甘井子区、旅顺口区和金 州区。其中,对金州区的发展规划定位是城市“北进”的重点地区,也是新城区的重要 组成部分。要根据城市总体规划要求,调整经济与人口布局,推进功能区开发,提升产 业结构,加快基础设施配套建设,开发建设好金州湾,尽快实现生产方式和生活方式的 转变,主动与新城区发展并轨,形成有机整体。随着大连市的发展和人民收入水平的提 高,大连城市化进程不断加快,城市人口不断增长,迫切需要规划新城区,拓展城市发 展空间。 本研究在充分考虑辽宁省大连市金州区金勸海岸现代服务业发展区的自然环境、区 域规划、海域环境及填海料源,以及具体项目的经济状况等因素。根据已有规划及现状 自然人文状况及经济因素、提出并论证该区域内填海商业旅游项目的可行性。通过项 目背景概况-市场预测-经营方案-项目选址-填海技术方案-平面布置-实施方案及进度- 投资估算-财务评价-社会效益评价-研究结论及建议的路线对项目进行具体的可行性研 究分析。 关键词:围填海;可行性;评价 大连金渤海岸围填海项口 11了行性研究 Feasibility Study on Dalian Golden Beach Reclamation Project Abstract “The development plan of Liaoning coastal economic zone has rinsed to the national strategy,reflect of expectation and support the party central committee and the state council on economic development in Liaoning province and northeast.
