监狱是国家刑罚执行机关的重要组成部分,监狱民警肩负着改造教育犯人的 重要任务。具有胜任力的高素质监狱民警队伍对促进社会和谐稳定起着重要作 用,而科学合理的监狱民警胜任力模型可在监狱民警评价、培训提升和选拔中发 挥重要作用。 本文在总结国外及我国对胜任力理论研究和应用基础上,首先梳理了浙江监 狱民警队伍建设存在的问题,分析了问题的原因;然后,在此基础上,通过问卷 调研和数据分析建立了浙江监狱民警胜任力模型;最后,基于胜任力模型提出了 提高浙江监狱民警胜任力的建议。在研究方法上,本文结合监狱民警胜任力进行 问卷调查和相关数据统计分析,通过科学合理的研究方法得出监狱民警胜任力基 本要求,构建监狱民警的胜任力模型,为更好提高监狱民警素质,完善依法行政 能力和水平,抛砖引玉。 本文认为主管民警岗位核心胜任力有合作精神、沟通能力、敬业精神、诚实 正直、学习能力、专业知识、抗压与自控能力、法治理念、人际理解力、主动性、 服从性;监区领导岗位核心胜任力有合作精神、沟通能力、专业知识、敬业精神、 学习能力、组织协调、诚实正直、人际理解力、主动性、法治理念;监狱领导岗 位核心胜任力有领导能力、沟通能力、组织协调、合作精神、敬业精神、诚实正 直、法治理念、人际理解力、学习能力、培养人才、应变能力、监控指导能力、 影响能力。本文选择以提高监狱民警胜任力为视角,着重强调如何提高监狱民警 执法、管理和服务能力,为提升浙江乃至全国监狱管理水平提供一定参考。 关键词,监狱民警,队伍建设,胜任力模型,问卷调研,数据分析 论文类型,应用研究IV RESEARCH ON ZHEJIANG PRISON POLICE CAPABILITY ENHANCEMENT BASED ON COMPETENCY MODEL ABSTRACT Prisons are an important part of the national penal enforcement agency, and prison police officers shoulder the important task of transforming educational prisoners. The competent and high-quality prison police team plays an important role in promoting social harmony and stability, and the scientific and reasonable prison 自 己 police competency model can play an important role in prison police evaluation, training promotion and selection. On the basis of summarizing the foreign countries and China's research and application of competency theory, this paper firstly sorts out the problems existing in the construction of Zhejiang prison police team and analyzes the causes of the problems. Then, based on this, through the questionnaire survey and data analysis, Zhejiang was established. Prison police competency model; finally, based on the competency model, it puts forward suggestions for improving the competence of Zhejiang prison police. In terms of research methods, this paper combines the competence of prison police with questionnaires and statistical analysis of relevant data. Through scientific and reasonable research methods, the basic requirements of prison police competency are obtained, and the competency model of prison police is constructed to better improve the quality of prison police. Improve the ability and level of administration according to law, and throw a brick into the jade. This paper chooses to improve the competence of prison police, and emphasizes how to improve the law enforcement,V management and service capabilities of prison police, and provides a reference for improving the management level of prisons in Zhejiang and even the whole country.
