I 九三电网110KV嫩江输变电工程可行性研究 摘要 根据国务院办公厅国发[1998]134 号《国务院办公厅转发国家计委关于改造 农村电网、改革农电管理体制,实现同网同价请示的通知》和基础[1998]2135 号文件,以及全省农村电网建设改造工作会议的指示精神,为实现“两改一同价” 的规划目标,黑龙江九三电业局将对供电区内的输电、变电、配电设备进行全面 的拟建与改造,嫩江 110KV 输变电新建工程属于本次建设改造工程之一。本工 程的实施将促进嫩江农场、山河农场、七星泡农场经济的发展和人民生活水平的 提高,以及对减轻农民负担、提高供电质量和降低损耗起到重要的作用。 本文采用系统的投资决策研究分析方法——工程项目的可行性研究,在工程 项目投资决策前,对其相关方面如技术、经济、风险等进行全面综合的调查研究, 预测和分析,对其进行合理的技术经济评价,从而减少项目建设过程中的损失和 浪费,提高投资效益,为解决实际问题,缓解农场电力供应紧张状况,改善供电 质量,降低高压线损,提高供电可靠性,提供重要参考。 报告结构分为七个部分。第一部分为引言,介绍了研究背景、意义等。第二 部分为项目可行性研究相关理论综述。第三部分介绍了嫩江输变电工程概况及项 目可行性研究各分项评价。第四部分从社会的角度对工程进行可行性分析。第五 部分对工程的环境影响进行了评价。第六部分从风险角度对提出了项目可能的风 险,并举出了风险的规避方法。第七部分总结并提出了相关建议。 关键词, 可行性研究 输变电工程 社会经济 风险 Abstract Feasibility Research of 110KV Power Transmission and Transformation Project of Nenjiang JiuSan Power Net Abstract According to the state council general office of the country [1998] no. 134 under the state council on forwarding the state planning commission about the transformation of rural power grid, the reform of rural power management system, realize the network with the same price for instructions notice [1998] no. 2135 document, as well as the province of rural power grid construction work conference spirit of instruction, in order to realize two change on a planning objectives, to power supply area of heilongjiang JiuSan power transmission and substation, power distribution equipment to conduct a comprehensive planning and transformation, nenjiang 110 KV power transmission and transformation construction engineering belongs to one of the construction project. This project will promote the implementation of the nenjiang farm, shanhe farm, seven stars, the development of economy and the improvement of people's living standards, and to reduce farmers' burden, improve the quality of power supply and play an important role to reduce losses. In this paper, we use the system Investment Decision Analysis ‐ a feasibility study of the project, before the investment decision of the project, its relevant aspects, such as technical, economic, risk comprehensive, we give integrated research, forecasting and analysis, its reasonable technical and economic evaluation, thereby reducing losses and waste in the process of project construction time, improving investment returns, and solving practical problems, relieving farm power supply situation, improving the quality of power supply, reducing the loss of high‐voltage lines, improving the reliability of power supply, provide important reference. The structure of the paper is divided into six parts. The first part is an introduction, describing the research background, significance. The second part is related to theoretical overview of the project feasibility study. The third section describes the sub‐evaluation of the Abstract III Nenjiang power transmission project profile and project feasibility study. The fourth part of the project is from the perspective of the national economy and social feasibility analysis. The fifth part , the project's environmental impact is evaluated. The sixth part, we did the project feasibility analysis from the angle of risk. The seventh part summarizes and puts forward related suggestions.
