申能达茂旗百灵庙风电场所在地位于干旱温凉荒漠草原区,属中温带干旱大 陆性季风气候,年有效风速持续时间长、稳定度可靠、连续性强、品位高,无破 坏性飓风和台风,风能可靠利用率高,工程场址区域风能资源极为丰富,具有乐 观的风资源开发前景。 首先,本报告根据风电场所在地的经济发展和电网发展情况,详细分析了项 目与电网系统的密切关系,确定了项目的开发规模及本期开发容量。 其次,本报告采用测风塔和参证气象数据对项目所在地区的风能资源进行评 估,证实本地区具有丰富的风能资源;然后又详细分析了当地资源条件,并通过 详细的方案对比,确定最优风电机组配置和最佳机位布置;并在考虑各项折减的 情况下计算出发电场的年上网电量。 最后,本报告通过对投资回收期、财务净现值、和内部收益率等指标进行分 析,证实本项目具有较好的清偿能力和可观的盈利能力,并仔细分析了项目的经 济效益与社会效益。 项目所在地区具有丰富的风能资源,本项目具有较好的可行性。 关键词:风电场;风能资源;可行性研究II Abstract Shenneng BaiLingMiao wind farm located in drought and cold desert grassland region, which belongs to the temperate continental monsoon climate, and has the features of long time effective wind speed every year, high stability, good continuity, high grade, no destructive typhoons and hurricanes, high utilization rate of wind power. The wind power resources are extremely rich in engineering site area, which has very good wind resources development prospects. Firstly, according to the wind farm area economy development and power grid development situation, this paper analyzes the relationship between projects and grid system, and the development scale of the project and the current development capacity. Secondly, wind energy resources of project area are evaluated by using the wind tower complement and meteorological data. Based on the analysis, the local wind energy resources are rich. Then, the local resource conditions are analyzed in detail, and determine the optimal wind turbines and optimal flight arrangement through schemes comparison. After considering the various reductions, the annual energy outputs of wind farms are calculated. Finally, Based on the analysis of the payback period of investment, financial net present value, and the internal rate of return and other indicators, it is found that this project has good liquidity and profitability. This paper carefully analyzes the economic benefit and social benefit of the project. The wind power in the project location is relatively abundant, and the project has good feasibility.
