当前,以新能源为主体的节电和发电比例不断提高,为电网的运行提出了 巨大的挑战,要求电力企业必须高度重视能源结构调整,加强发电保障性收购, 开放电网公平接入,建立分布式新能源发展新机制,适应能源绿色低碳转型趋势 和电网向能源互联网发展趋势。本文以国网甘肃省电力公司为案例,对电力企业 能源结构调整开展深入的研究。本文研究目的在于进一步丰富国有大型电力企业 能源结构调整的理论研究成果,为我国电力体制改革和创新提供新的思路和参 考。促进甘肃省能源结构调整、国网甘肃省电力公司经营战略优化、经济转型。 本文主要运用文献研究法、调查研究法、对比分析法、定性分析法等研究方法。 首先,阐述了能源结构调整的内容、趋势及存在的问题,对国网甘肃省电力公司 现状和业务开展情况进行了阐述。其次,对国网甘肃省电力公司所处的政治、经 济、文化、技术环境,优势、劣势、机会及威胁等方面系统分析。最后,在 PEST 和 SWOT 分析的基础上,提出了国网甘肃省电力公司应对能源结构调整的发展战 略优化举措及保障措施。 通过本文的研究发现,国网甘肃省电力公司拥有着新能源装机容量较大、 电网规模大、覆盖广、市场占有率较高、专业能力较强等优势;以及丝绸之路经 济带发展战略、能源供给侧结构性改革加快、国家能源发展战略与布局将进一步 提高甘肃的战略地位等机遇。与此同时又具有甘肃省电力市场需求不足、甘肃省 内产能过剩较为严重、新能源发展空间受限、传统能源发展成本增加等劣势,面 临着电力体制改革的不确定性、能源系统协调性有待进一步加强的威胁。优势与 劣势同在,机遇与挑战并存。国网甘肃省电力公司未来的发展战略应为:利用“两 大机遇”实现“三个着力”。即:利用丝绸之路经济带和能源供给侧结构性改革 机遇,着力加大新能源装机;着力拓展电网建设规模,提高电网覆盖率,提高专 业化水平;着力加强市场需求的培育,化解省内产能过剩。发挥“两个优势”实 现“四个推进”。即:发挥电网容纳能力大、市场占有率高的优势,推进电力体 制改革,推进能源系统的协调性和统一调度水平提升,推进新能源电力外送通道 建设,推进更加灵活多样化的售电方式,拉动能源消费,优化能源消费结构。 关键词:电力公司,能源结构,调整,战略兰州大学硕士学位论文 能源结构调整背景下国网甘肃省电力公司发展战略研究 II RESEARCH ON THE DEVELOPMENT STRATEGY OF STATE GRID GANSU ELECTRIC POWER COMPANY UNDER THE BACKGROUND OF ENERGY STRUCTURE ADJUSTMENT Abstract At present, the proportion of power saving and power generation with new energy as the main body is constantly increasing, which poses a huge challenge for the operation of the power grid. This article takes the State Grid Gansu Electric Power Company as an example to carry out in-depth research on the energy structure adjustment of power companies.
