随着国民经济的快速发展,城市化进程的快速推进,各类公共基础设施的建设、更 新和维护需求大幅增长。由于这些项目自身周期长、投资额较大、风险较高等特点,目 前政府积极推广 PPP 模式,作为政府缓解财政压力,保证基础设施建设的有效方式。同 时,也吸引了越来越多的社会资本及国有企业参与进来。棚户区改造项目也逐渐开始以 PPP 模式进行项目运作。通过实际调查得知,PPP 模式下的棚改项目在建造管理过程中 不断出现一些棘手的问题。如,进度滞后、过程结算不及时、投资回款慢、设计变更签 证缓慢、项目公司与各参与方缺乏有效沟通、物有所值定量评价不准确等。随着 BIM 技术的不断发展与广泛应用,根据以往 BIM 应用的成功案例,说明 BIM 技术具有一定 的应用价值,且能够给项目带来实际效益。因此,本文主要研究以棚户区改造项目为例, BIM 技术应用在项目过程管理及物有所值评价方面的可行性及方法。 本文在阅读了大量相关文献和实践调研的基础上,以棚户区改造项目为例,从实际 项目问题着手,研究 BIM 技术应用可行性。文章主要从三个方面进行研究,第一方面, 基于 PPP 棚改项目的宏观背景及 BIM 技术应用背景,提出基于 BIM 技术应用在项目建 造管理和物有所值评价中的可行性。第二方面,对 PPP 模式下棚改项目建造管理主体、 存在问题进行详细分析。研究 BIM 技术对建造期中造价、进度、质量以及 VFM 定量评 估的影响。并通过以往实际案例的应用,论证 BIM 技术应用的可行性。第三方面,研 究 BIM 技术在项目过程管理中应用的一般方法。即 BIM 技术在造价控制、进度质量管 理方面的应用流程和基于 BIM 数据平台的物有所值 VFM 定量评估的应用流程。并通过 结合具体工程实例,根据实例的不同内容、不同数据,将 BIM 技术应用在项目管理中。 研究结果表明,基于 BIM 技术平台,BIM 技术在造价控制、进度质量管理的应用, 能够实现精细化管理,降低工程造价成本,保证工期进度,提高工作效率。同时,基于 BIM 技术平台,改变以往的物有所值定量评价的计算方法,为物有所值 VFM 计算提供 数据支持。跟传统方法相比,能够使物有所值评价更加准确、方便,实现不同阶段的物 有所值定量评价测算,降低 PPP 项目建造运营风险,提高了项目价值。课题的研究具有 一定的理论价值与现实意义。 关键词,BIM 应用,PPP 项目,过程管理,物有所值,可行性III ABSTRACT With the rapid development of national economy and the rapid advancement of urbanization, the demand for public infrastructure construction, renewal and maintenance has increased dramatically. Because of the long period, large investment and high risk of these projects, the government actively promotes the PPP model as an effective way for the government to relieve the financial pressure and ensure the construction of infrastructure. At the same time, also attracted more and more social capital and state-owned enterprises to participate. Shantytown renovation project also gradually began to PPP mode for project operation. Through the actual investigation, we can know that there are some thorny problems in the construction management process of the greenhouse reform project under the PPP model. The question of For example: the progress lags behind, the process settlement is not timely, the investment refunds is slow, the design change visa is slow, the project company lacks the effective communication with each participant, the quantitative evaluation of value for money is not accurate and so on. With the continuous development and wide application of BIM technology, according to the successful cases of BIM application in the past, it shows that BIM technology has certain application value and can bring practical benefit to the project. Therefore, this paper mainly studies the feasibility and method of the application of BIM technology in project process management and value for money evaluation with the example of shantytown reconstruction project. On the basis of reading a large number of relevant documents and practical investigation, this paper takes the shantytown reconstruction project as an example and studies the feasibility of the application of BIM technology from the practical project. This article mainly carries on the research from three aspects. Firstly, based on the macro background of PPP greenhouse reform project and the applicationIV background of BIM technology, the feasibility of applying BIM technology to project construction management and value for money evaluation is put forward. In the second aspect, the main body of the project construction management under the PPP mode, the existing problems are analyzed in detail. To study the impact of BIM technology on construction cost, progress, quality and VFM quantitative evaluation. And The feasibility of the application of BIM technology is demonstrated through the application of practical cases in the past. In the third aspect, the general method of application of BIM technology in project process management is studied. That is, the application flow of BIM technology in cost control, schedule and quality management, and the application flow of value for money (VFM) quantitative evaluation based on BIM data platform. According to the different contents and different data, the BIM technology is applied in the project management. The research results show that the application of BIM technology in cost control and schedule quality management can realize fine management, reduce the cost of project cost, ensure the progress of the construction period and improve the working efficiency. At the same time, based on BIM technology platform, the method of quantitative evaluation of value for money is changed to provide data support for the calculation of value for money (VFM). Compared with the traditional method, it can make the evaluation of value for money more accurate and convenient, realize the quantitative evaluation of value for money in different stages, reduce the risk of construction and operation of PPP project, and improve the value of the project.
