自从 2008 年美国谷歌提出云计算概念以来,云计算这一被誉为继计算机、互联网 之后的第三次 IT 革命,已快速完成从技术概念到产业化落地的演变。目前国内外的 IT 巨头均将业务重点放在云计算技术研发与云计算业务商业化拓展与应用。东莞作为广东 省战略新兴产业重要基地,其云计算产业发展也非常迅猛,截止 2015 年底,东莞的云 计算产值已突破 800 亿元,而预计在未来几年,随着东莞在智能制造、工业化与信息化 融合、智慧城市等领域的大规模建设,东莞的云计算产业将继续实现快速增长。 东莞中国科学院云计算产业技术创新与育成中心(以下简称中科院云计算中心)是 中国科学院在东莞市设立的大型云计算领域的专业研究机构,在云计算产业领域聚集了 技术、人才、大型计算基础设施等优势资源。因此,为了充分利用中科院的技术、人才、 基础设施等资源优势,面向东莞云计算相关产业企业提供 IT 设施资源设施、关键技术 研发、高端人才等服务与资源,满足当地产业需求,中科院云计算中心拟通过建设“东 莞云计算产业园”项目,为企业提供低廉的云服务设施,输出云计算技术成果与高端技 术人才,实现科研成果技术转移、大型设施用于产业应用,以云计算专业园区实现产业 聚集发展,打造成为立足东莞、辐射华南服务产业的云计算产业集群基地。 中科院云计算中心将利用自有的 1500 万元作为项目启动资金,通过实施办公场所 改造、IT 基础设施改造以及云平台及应用商城部署等方面开展该产业园区建设,在园 区建成后,投资收益来源主要为办公场所租赁收入、云计算基础设施服务收入、云虚拟 主机租赁收入、云应用软件收入以及其他科技服务收入。 本商业计划书分别采用 PEST 模型、波特五力模型、净现值分析等理论研究工具, 分别对项目的发展环境、发展条件进行研究分析,在以上两部分分析的基础上,给出项 目发展方案,同时进行财务可行性研究,最终证明该项目具有广阔的市场前景又贴切当 地产业的实际需求,具有较强的抗风险能力以及较好的经济效益。 关键词,云计算产业园区;中科院云计算中心;商业计划书II ABSTRACT Since 2008, the Google of United States propose the concept of cloud computing, cloud computing has been hailed as the third IT revolution following the computer the Internet, and it has quickly completed the evolution from the concept of technology to the industrial landing. At present, IT giants of domestic and overseas will focus on cloud computing technology research and development of its business commercial expansion and application.Dongguan ,as an important base for strategic emerging industries of Guangdong Province, the cloud computing industry develop rapidly, until the end of 2015, cloud computing output value of Dong guan has exceeded 800 billion RMB, and is expected to in the next few years, with the rapid development of large-scale construction in the field of intelligent manufacturing, industrialization and information fusion, smart city and other areas, cloud computing industry of Dongguan will continue to achieve rapid growth. Dongguan, China Academy of Sciences cloud computing industry technology innovation and Incubation Center (hereinafter referred to as loud Computing Center of CAS) is a professional research institutes of CAS in Dongguan City which set up large-scale cloud computation, gathered the advantages of resources of technology, talent, large-scale computing infrastructure etc in the cloud computing industry. Therefore, in order to make full use of the technology of CAS, talent, infrastructure and other resource advantage, for Dongguan cloud computing industry enterprises to provide facilities it resources and facilities, services and resources in the research and development of key technologies and high-end talent to meet the needs of the local industry, the Chinese Academy of Cloud Computing Center intends to through the construction of the “Dongguan Branch cloud computing industry park project, to provide enterprises with low cloud service facilities, the output of cloud computing technology and high-end technical talent, realize the achievements of scientific research and technology transfer, large facilities for industrial application, the cloud computing professional park to achieve industrial cluster development, build a based in Dongguan, radiation of the service industry of South China cloud computing industry cluster base.III Cloud Computing Center of CAS will use its own 15 million RMB as the project start-up capital, through the implementation of office space transformation, the transformation of IT infrastructure and cloud platform and application store deployment, carry out the industrial park construction, after the completion of the park, the main source of investment income for rental income are cloud computing infrastructure services revenue, cloud virtual host rental income, cloud application software revenue and other technology services revenue. The business plan were designed by use of the pest model, Porter's five forces model, and net present value analysis theory as research tools, respectively studied and analyzed for the project about the development environment and the development condition, based on the above two parts of analysis, give development plan of the project , study Financial feasibility at the same time, finally proved that the project has a broad market prospect and it is appropriate to the actual needs of the local industry, while has a strong ability to resist risks and better economic benefits.
