烟草行业是一个较为特殊的行业,它的特殊性除了体现在我国实行的是烟草 专卖制度外,还体现在现代物流方面,烟草公司可以凭借烟草行业高利润的优势, 引进先进的物流技术,在建设现代物流系统方面领先一步,而现代物流系统的领 先可以提高企业的配送效率,进而提高烟草行业的利润,二者相辅相成。2016 年,国家提出物流标准化的相关政策法规,要求企业的物流配送系统提高物流配 送效率,降低物流配送成本,以更快捷安全的方式服务于客户。目前,四平市烟 草公司在物流系统建设方面缺乏先进性,采取的物流配送方式相对滞后,这些问 题导致企业物流配送效率较低,并且在一定程度上影响了四平市烟草公司的发展。 而如何优化和改进烟草物流配送管理方法,科学及有效地开展物流系统管理、提 高物流系统运行效能,以提高四平市烟草公司物流系统整体运作效率,进而提升 四平市烟草公司竞争力及最终为企业实现整体效益,成为亟待解决的问题。四平 市烟草公司物流配送管理流程涉及到三环节即物流仓储环节、物流分拣环节、物 流配送环节,三环节在很大程度上影响企业物流配送的效率。本文通过分析四平 市烟草公司的卷烟物流配送管理流程现状及其存在的问题,并根据相关物流管理 基础理论,提出了物流配送系统管理流程改进方案,并对改进方案提出了一系列 保障措施。 本文提出了四平市烟草公司物流配送管理流程三环节改进方案,即从物流仓 储环节、物流分拣环节、物流配送环节对物流配送管理流程进行优化,以改进四 平市烟草公司的物流系统,提高其物流配送效率。在物流仓储环节,公司应制定 相应的方案解决仓储环节存在的问题即采用 ABC 分类法改善仓库利用率、引进 RFID 技术改善公司的物流仓储设施落后的现象。在物流分拣环节,公司应制定 相应的方案解决分拣环节存在的问题即优化分拣系统管理、优化分拣破损系统管 理。在物流配送环节,公司应制定相应的方案解决配送方面存在的问题即实时线 路优化、应用车辆管理系统。最后,本文提出从组织、技术和制度三方面对四平 市烟草公司物流配送管理流程改进方案的实施提供保障。物流配送管理决定了企 业的配送效率,本文对四平市烟草公司物流配送管理流程的研究有重要的意义, 首先对于正确认识物流系统目前所存在的问题有着很强的参考意义;其次对于四 平市烟草公司提高配送效率、降低企业配送成本、提高资源利用率和提升企业竞 争力具有重要的现实参考价值;最后根据现代物流管理理论,提出烟草物流配送 管理改进方案的总体布局思路,并设计了具体的建设方案,具有重要的现实应用 价值。 关键词:烟草行业物流管理改进;仓储;分拣;配送II Abstract Tobacco business is a special business. Its particularity in addition to embody in our country is a tobacco monopoly system and also reflected in the modern logistics. Tobacco companies can introduce advanced logistics technology with the advantages of high profits in tobacco companies, which make the building modern logistics system one step ahead. Modern logistics system can improve the distribution efficiency of enterprises, leading to improve tobacco industry profits. High profits and building modern logistics system are complement each other. In 2016, the country put forward relevant policies and regulations on logistics standardization, requiring companies' logistics distribution system to improve the efficiency of logistics distribution, reducing the cost of logistics distribution, and serving customers in a faster and safer way. At present, Siping tobacco company is lack of advanced in the construction of logistics system and the logistics distribution method adopted is relatively lagging behind, which lead to low efficiency of company logistics distribution, and to a certain extent affected the further development of Siping tobacco company. How to improve the tobacco logistics and distribution management methods, scientific and effective logistics management, improve the efficiency of logistics operation, improve the overall efficiency and competitiveness of siping tobacco company, has become an urgent problem to be solved. The logistics and distribution management process of siping tobacco company involves three links, that is, the logistics and warehousing link, the logistics and sorting link, and the logistics and distribution link. This paper analyzes the current situation and existing problems of tobacco logistics and distribution management process of siping tobacco company, and puts forward the improvement plan of logistics and distribution management process according to the basic theory of logistics management . This paper puts forward the safeguard measures for the improvement plan. This paper proposes a three-link improvement plan for the logistics and distribution management process of Siping tobacco company, that is, to optimize the logistics and distribution management process from the aspects of logistics and storage, logistics and sorting, and logistics and distribution, so as to improve the logistics system of Siping tobacco company and improving its logistics and distribution efficiency. In the link of logistics and warehousing, the company should develop corresponding solutions to solve the problems existing in the link of warehousing, namely using ABC classification to improve the utilization rate of theIII warehouse and introducing RFID technology to improve the backward logistics infrastructure of the company. In the logistics sorting link, the company should develop corresponding solutions to solve the problems existing in the sorting link, namely optimizing the sorting system management and optimizing the damaged sorting system management. In the link of logistics distribution, the company should develop corresponding solutions to solve the problems existing in distribution, namely real-time line optimization, application information system and vehicle management system. Finally, this paper proposes to provide guarantee for the implementation of the logistics distribution management process improvement plan of Siping tobacco company from the aspects of organization, technology and system. Logistics distribution management determines the distribution efficiency of enterprises. This paper is of great significance to the research on the logistics distribution management process of Siping tobacco company. First of all, it has a strong reference significance for the correct understanding of the existing problems in the logistics system. Secondly, it has important practical reference value for Siping tobacco company to improve distribution efficiency, reduce enterprise distribution cost, improve resource utilization and enhance enterprise competitiveness. Finally, according to the modern logistics management theory, the paper puts forward the overall layout of the tobacco logistics and distribution management improvement plan, and designs the specific construction plan, which has important practical application value.
