为贯彻落实 2014 年 6 月 25 日国务院第 52 次常务会议关于“今年增加地 方储备 500 亿斤,并于今明两年新增仓容 1000 亿斤”的重大决策精神,必须加 强对广东省省级储备粮的管理和宏观调控力度,建立完善的粮食物流和储备体 系,拓展省内外粮食流通渠道,提高广东省粮食安全性和抗风险能力,确保广东 省粮食总量平衡。新建仓容不仅可减缓该地区粮食仓容不足的压力,平衡该地区 粮食供需矛盾,而且可提高该地区粮食储存和流通水平,适应粮食流通发展的需 求,充分发挥储备粮对珠三角地区乃至广东省粮食市场的宏观调控能力,保障粮 食的安全供应,促进当地经济的发展。 粤东直属库扩建工程的建成不仅有利于省政府对粮食的宏观调控、对稳定市 场粮价,保障社会供给将发挥重要的作用,而且对促进粤北地区的经济和社会发 展有着十分重要的意义。该项目建设的目标是初步形成产销一体化、节链网络化、 骨干四散化、运作市场化的现代粮食物流体系,尤其是使广东省沿海、沿江的骨 干性粮食物流基本符合“四散化”的要求,通用型粮食集装箱运输在全国得到一定 程度的率先发展。该项目既可以充分利用已建生产和生活辅助设施,节约项目投 资,缩短建设工期;又有利于实行集约化、规模化管理,降低运行成本,提高工 作效率;该仓型集富氮气调、低温储藏、智能控制、信息管理、光伏发电于一体 的现代化粮库。 本课题以粤东直属库现有资源、拟建项目、预期目标等为基础,开展该项目 的技术、经济等各项指标的分析研究,拟解决的关键问题是,(一)基于保障粮 食流通安全,降低储备粮物流成本的要求,通过分析论证,对广东省建设粤东直 属库扩建工程的必要给出明确评判。(二)对于粤东特有的地理位置,进行直属 库扩建工程,其周边地理环境、基础条件、交通条件、物流情况等做出详细可行 性分析,提出完善及改进建议。(三)综合各种工程方案,对比分析其技术、经 济可行性,在保证稻谷、小麦安全储存的情况下,给出方案建议。 关键词,可行性研究 项目投资II Summary To implement the great decision made by the fifty-second executive meeting of the State Council on June 25, 2014, which said that the government will increase the local reserve to 50 billion jin in this year and increase the new storage capacity to 100 billion jin both in this year and next year, we must strengthen the Guangdong Provincial Grain Reserves Management and macro-control, improve the grain logistics and reserve system, expand the distribution channels of crops inside and outside of Guangdong, improve food security and anti risk ability of our province, and ensure commissariat gross balance. New capacity can not only reduce the pressure of insufficient grain storage, balance the supply and demand of grain, but also can increase the grain storage and circulation level, to adapt to the development of circulation of grain demand, exert macro-control of grain reserves to the Food City, Guangdong Province, the Pearl River Delta region and the field, food supply security, promote the development of local economy。 The completion of Yuedong depot expansion project is conducive not only to the provincial government macroeconomic regulation and control, to stable grain market, play an important role in the supply of social security, but also has a very important significance to promote the economic and social development in the north of guangdong. The objective of the project is to form the modern grain logistics system of production and sales integration, joint chain network, scatter of the personnel and operation of the market, especially the main grain logistics in Guangdong Province along the Yangtze River coastal, consistent with the scattered requirements, general food container transport in the country have taken the lead in development to a certain extent. This project can not only make full use of the existing production and ancillary facilities, saves the project investment, shorten the construction period; but also conducive to the implementation of intensive, large-scale management, reducing operating costs and improving work efficiency; the type of storage in nitrogen rich tone, low temperature storage, intelligent control, information management, photovoltaic power generation in one of the modern grain depot.。 This subject is based on the Yuedong depot of existing resources, the proposed project, the expected target, carrying out the technical, economic analysis and research of the project and other indexes.
