OSS:Operation support system运营支撑系统。OSS是一个综合的业务运营和管理平 台,同时也是真正融合了传统IP数据业务与移动增值业务的综合管理平台。OSS是电信 运营商的一体化、信息资源共享的系统,它主要由网络管理、系统管理、计费、营业、 账务和客户服务等部分组成,系统间通过统一的信息总线有机整合在一起。它不仅能帮 助运营商制订符合自身特点的运营支撑系统,还能帮助用户制订系统的整合标准,改善 和提高用户的服务水平。 电信资源管理作为电信运营支撑系统的基础平台和核心系统,将直接对电信运营商 的网络运行和维护、业务开通和调度、服务保障和支持等运营活动提供技术支撑。同时, 也为企业固定资产管理、工程建设等企业管理活动提供支持。随着电信运营商信息化建 设的步伐日益加快,电信资源管理在对电信运营商网络规划、优化、建设、运营、维护 以及企业管理方面的支撑作用日益突显。 本文在介绍了国内外可行性研宄的发展,分类综述了国内外可行性研宂的相关理论 后,提出了可行性研究的方法。接着,从江苏电信OSS系统现状、现有系统问题和项目 需求等方面介绍了江苏电信OSS系统的现状和需求。本文在对该项目进行可行性研究 时,是从项目需求分析、项目技术支持的可行性分析、项目的投资评价和财务评价分析 以及项目的风险及防范分析这四个方面来进行的。经过四方面的充分论证后,认为此项 目具有较强的实施可行性。 关键词:OSS,可行性研究,项目管理 Abstract 工程硕士学位报告 Abstract OSS: Operation support system operations support systems. OSS is an integrated business operation and management platform, but also a real fusion of traditional IP data services and mobile value-added services integrated management platform. OSS is the integration of telecom operators, information resources shared system, it mainly consists of network management, systems management, billing, sales, billing and customer service and other components, systems through a unified message bus organic together.
