I 摘要 生物和生命健康产业一直是国家产业政策大力支持的产业,是体现一个国家 或地区经济整体实力和科技发展水平的重要标志,亦是我国加快推进实施的战略 性新兴产业重点领域之一。伴随着生物和生命健康产业的蓬勃发展,我国生物医 药行业也得到了快速发展,深圳罗兹曼国际转化医学研究院作为一所生物医药研 发领域的研究机构,2015 年由深圳市政府批准、美国大学教授团队与本土科学 家共同发起和成立,自深圳罗兹曼国际转化医学研究院成立以来,已经取得一定 的研究成果,但是仍然面临着研发资金不足、研发成果转化能力弱、低职称人员 占比较高和运营管理模式缺乏弹性等问题。深圳罗兹曼国际转化医学研究院想要 获得进一步发展,需要对自身的发展战略进行定位和升级。基于此,本文将对深 圳罗兹曼国际转化医学研究院在新环境背景下发展战略的选择进行研究。 本研究基于企业战略管理等相关理论,运用 PEST 分析及波特五力模型分析 等工具对深圳罗兹曼国际转化医学研究院内外部环境进行分析,利用 SWOT 分析 方法较为系统地提出了适合深圳罗兹曼国际转化医学研究院发展战略——前向 一体战略,即将研究院打造成为粤港澳大湾区一流的生物医药研发机构。通过打 造一流的生物医药研发机构,孵化出生物医药技术国内领先的生物医药高科技企 业,并构建生物医药一体化产业链。战略实施主要包括以下四个途径,第一是积 极推进罗兹曼大湾区生物医药转化基地建设,构建生物医药产业链;第二是“一 站式”孵化转化平台,提升科研成果转化成功率;第三是积极开展前沿热点的生 物医药原创项目研究,丰富项目资源优势;第四是为入驻公司提供一站式配套服 务。 最后,本研究提出了深圳罗兹曼国际转化医学研究院的战略保障措施,分别 从以下五个方面入手,一是对入驻研究院的项目进行严格筛选,提升项目转化成 功率;二是建立有效的薪酬制度与激励制度,提升年轻骨干职称评选积极性;三 是优化人力资源结构,组建生物医药孵化专业服务团队;四是加大研发投入,提 升研究院研发能力;五是加强研究院财务管理,积极拓宽研究院筹资渠道。 关键词,深圳罗兹曼国际转化医学研究院;生物医药;SWOT 分析;发展战略Abstract II Abstract Biological and life health industries have always been the industries strongly supported by national industrial policies. They are important symbols reflecting the overall strength of a country or region's economy and the level of scientific and technological development. They are also one of the key areas of strategic emerging industries that China is accelerating the implementation of. With the vigorous development of biological and life health industries, China's biomedical industry has also developed rapidly. As A Research Institute in the field of biomedicine, Shenzhen International Institute For Biomedical Research was approved by the Shenzhen Municipal Government in 2015 and co-sponsored and established by the professor team of American universities and local scientists. Since the establishment of Shenzhen International Institute For Biomedical Research, it has been established. Although some research results have been achieved, However, there are still some problems, such as insufficient R&D funds, weak ability to transform R&D achievements, low enthusiasm for job title declaration and lack of flexibility in operation and management mode. In order to achieve further development, Shenzhen International Institute For Biomedical Research needs to position and upgrade its own development strategy. Based on this, this paper will study the development strategy of Shenzhen International Institute For Biomedical Research under the new environment. Based on the theory of enterprise strategic management, this study used PEST analysis and Porter's five-force model to analyze the internal and external environment of Shenzhen International Institute For Biomedical Research. The SWOT analysis method was used to systematically put forward the development strategy of Shenzhen International Institute For Biomedical Research, i.e. forward-forward integrated-backward strategy, which will make the Institute a first-class biomedical research and development institution in Guangdong, Hong Kong and Macao. By creating first-class research and development institutions of biomedicine, we incubate the leading domestic biomedicine high-tech enterprises of biomedicine technology, and build an integrated industrial chain of biomedicine. The implementation of the strategy mainly includes the following four ways: first, to actively promote the construction of biomedical transformation base in Dawan District of Rozmann and build biomedical industry chain; second, to one-stopAbstract III incubation and transformation platform to enhance the success rate of transformation of scientific research results; third, to actively carry out research on biomedical original projects with hot foreword, and enrich the advantages of project resources; fourth, to enter the company; Provide one-stop supporting services. Finally, this study puts forward the strategic implementation safeguards of Shenzhen International Institute For Biomedical Research from the following five aspects: firstly, strictly screen the projects in the research institute to improve the success rate of project transformation; secondly, establish an effective salary system and incentive system to enhance the enthusiasm of young backbone Title selection; thirdly, optimize the structure of human resources and set up a professional service team of biomedicine incubator; fourthly, increase research and development investment and enhance the research and development capacity of the research institute; It is to strengthen the financial management of the Research Institute and actively broaden the financing channels of the research institute.
