信用卡是一种有信贷属性兼具非现金支付结算功能的创新型消费业务,不仅快捷 高效便利,还促进了社会消费零售市场繁荣。我国信用卡市场规模持续扩大,发卡量 与日俱增,活卡率持续上升。信用卡的使用改变了人们传统的消费观念,越来越多的 年轻人倾向于选择使用信用卡消费。 现阶段,由于我国社会信用体系还未健全、发卡银行对信用卡申请审核政策宽松、 信用卡用卡人安全意识欠缺,导致信用卡欺诈风险隐患加大,由此产生了一系列信用 卡欺诈违法犯罪问题。信用卡欺诈最主要表现类型是不法分子虚假申请、冒用行为、 制造伪卡、使用伪卡、非法套现以及恶意透支。有些手段呈现出专业化和公开化。因 此,防范和打击对提高信用卡欺诈风险管理能力和控制信用卡欺诈行为都有实际意 义。 H 市是我国高新技术代表城市,引领我国互联网行业发展,近年来信用卡欺诈事 件频发、高发,且信用卡欺诈呈现出与传统欺诈手段不同的新特征,因此本文以 H 市为例,对该市信用卡欺诈问题展开分析和研究。本文将归纳统计法和案例分析法相 结合,通过分析研究 H 市信用卡欺诈案例,归纳总结出该市信用卡欺诈网络性和国际 化新特征,针对欺诈新特征该市制定并实施了反欺诈对策,本文总结了效果不突出的 措施手段,对我国其他城市反信用卡欺诈提供借鉴。 本文第一章介绍了研究背景及意义,了解我国与国外在反信用卡欺诈研究方面的 现状,并介绍本文所采用的研究方法及组织架构。第二章,本文阐述了信用卡欺诈与 反欺诈一般理论,通过信用卡欺诈和反信用卡欺诈研究范畴界定,分析了信用卡欺诈 一般特征及表现,继而对信用卡欺诈主要手段进行列举。第三章,以 H 市信用卡行业 现状为基础,归纳了 H 市信用卡欺诈新特征,并结合 H 市信用卡欺诈介绍信用卡欺诈 新特征及表现,对 H 市出现的信用卡欺诈新特征进行原因分析。第四章,本文评价 H 市反信用卡欺诈采用的措施手段后取得的社会效果。第五章,针对 H 市反信用卡欺诈 措施存在的不足,结合实际工作经验,针对性的提出具有可操作性的反信用卡欺诈措 施,以显著降低 H 市信用卡欺诈案件发生为目的,解决 H 市信用卡欺诈新特征高发的 现状。最后,以信用卡欺诈新特征较突出的 H 市为基础总结全国信用卡欺诈新特征趋 势,并借鉴 H 市反信用卡欺诈新特征取得的好的效果进行全国推广,这不仅对我国信 用卡行业环境带来安全感,甚至对我国金融秩序正常运转具有现实意义。 关键词:信用卡;反欺诈;网络化;协作打击I ABSTRACT Credit card is a kind of innovative consumer business with credit attribute and non-cash payment and settlement function.Not only fast, efficient and convenient, but also promote the prosperity of the social consumer retail market.The scale of China's credit card market continues to expand, the number of issuing cards is increasing day by day, and the rate of live card continues to rise.The use of credit cards has changed people's traditional consumption concept, and more and more young people tend to use credit cards to consume. At the present stage, due to the imperfect social credit system, the loose policy of credit card issuing banks on credit card application and the lack of security awareness of credit card users, the potential risks of credit card fraud have increased, resulting in a series of credit card fraud violations and crimes.The main manifestations of credit card fraud are false application by illegal elements, fraudulent behavior, fake cards, fake cards, illegal cash and malicious overdraft.Some methods present specialization and openness. Therefore, it is of practical significance to prevent and combat credit card fraud risk management ability and control credit card fraud. H city is the representative city of high-tech in China, leading the development of the Internet industry. In recent years, credit card fraud incidents occur frequently and frequently, and credit card fraud presents new characteristics different from traditional fraud means. Therefore, this paper takes H city as an example to analyze and study the problem of credit card fraud in this city.This paper combines inductive statistics method with case analysis method. By analyzing and studying the cases of credit card fraud in H city, it sums up the new features of network and internationalization of credit card fraud in H city. In view of the new features of fraud, the city has formulated and implemented anti-fraud countermeasures. This paper summarizes the measures and means with less outstanding effects, which are used in other cities in China. The city provides reference for anti credit card fraud.Chapter five, aiming at the shortcomings of anti-credit card fraud measures in H city, and combining with practical experience, puts forward some operable anti-credit card fraud measures, aiming at significantly reducing the occurrence of credit card fraud cases in H city, and resolves the current situation of high incidence of new features of credit card fraud in H city. In the first chapter, the background and significance of the research are introduced,II the current situation of anti-credit card fraud research in China and abroad is understood, and the research methods and organizational structure adopted in this paper are introduced.In the second chapter, this paper expounds the general theory of credit card fraud and anti-fraud, defines the scope of credit card fraud and anti-credit card fraud research, analyses the general characteristics and manifestations of credit card fraud, and then lists the main means of credit card fraud.Chapter three, based on the current situation of credit card industry in H city, summarizes the new features of credit card fraud in H city, and introduces the new features and manifestations of credit card fraud in combination with H city credit card fraud, and makes an analysis of the reasons for the new features of credit card fraud in H city. In the fourth chapter, this paper evaluates the social effects of the measures adopted by H city against credit card fraud.Finally, based on H city, which has prominent new characteristics of credit card fraud, this paper summarizes the trend of new characteristics of credit card fraud in China, and promotes the whole country with reference to the good effect of the new characteristics of anti-credit card fraud in H city. This not only brings a sense of security to the environment of credit card industry in China, but also has realistic significance to the normal operation of financial order in China.
