海外工程承包风险管理研究
——以中国水电阿曼水处理项目为例
摘 要
阿曼苏丹国（简称阿曼）马斯喀特水处理项目于2004年12月8日开工，由中国水
利水电建设集团公司承建，项目合同额约1.5亿美元。该工程位于阿曼首都市区，是阿
曼重要的市政工程之一。它的政治意义与经济效益同样重要，是联系中阿两国政治关系
的一座桥梁。但是由于合同争议，该项目工期一再拖延，中国水电承受了巨大的风险和
压力。历时两年半多，在多方努力之下，最终通过合同手段，在我驻阿曼使馆和经商处
的大力支持下，通过精心运筹，与业主友好解决项目问题，挽回了项目的经济损失，维
护了公司的声誉，为之后项目的顺利实施奠定了良好的基础。该项目是中国水电集团海
外承包工程的一个典型案例，本文通过对该案例所面临的风险进行研究，总结出其风险
管理的成功之处，对于其他的国际承包项目有一定的借鉴意义
首先，本研究通过文献分析，对工程承包风险识别、评价以及应对方式展开阐述，
为深入研究提供指导；其次，通过对阿曼水处理项目风险因素的分析识别，采取文献检
索发、案例分析法以及理论联系实际法，总结归纳了阿曼水处理项目的风险应对过程
再次，使用工作分解结构法结合评价指标权重，对阿曼水处理项目各项风险进行评价
最后，基于阿曼水处理项目的实际情况和本人的工作经验，提出海外项目风险应对措施
和风险监控思路。本文的整体思路是从实践到理论，再从理论到实践，其研究成果具有
较强针对性和实践价值

ABSTRACT
Sultanate of Oman Muscat (Oman) water treatment project to start on December 8, 2004,
by Sinohydro Corporation limited, the project value of about $150 million. The project is
located in the capital city, is one of important municipal engineering of Oman. Its political
significance and economic benefits are equally important, is a bridge connection china-arab
political relations between the two countries. But because of a contractual dispute, the project
construction period delay, Sinohydro take huge risk and under pressure. After more than two
and a half years, under the joint efforts, finally by means of contract, in my embassy in Oman
and business support, through careful management, and friendly solve the problem of project
owner, saved the economic losses of the project, to maintain the company's reputation, for the
smooth implementation of the project after laid a good foundation. The project is sinohydro
group overseas contracted projects of a typical case, this article through to the case study the
risks, sums up the successes of its risk management, provide certain reference for other
international contracting project significance.
Firstly, this study analyzes the project contracting risk identification, evaluation, and
coping methods through literature analysis to provide guidance for further research. Second,
through the analysis and identification of the risk factors of the Oman water treatment project,
literature retrieval, case analysis, and The theory is linked to the actual law and summed up
the risk response process of the Oman water treatment project. Again, using the work
breakdown structure method combined with the evaluation index weights, the various risks of
the Oman water treatment project are evaluated. Finally, based on the actual situation of
Oman's water treatment project and my own work experience, the risk response measures and
risk monitoring ideas for overseas projects were put forward. The overall idea of this article is
from practice to theory, and then from theory to practice. Its research results have strong
pertinence and practical value.
